SUBJECT: PIP 00-04 - CARLSBAD RESEARCH CENTER LOT 24
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department
has reviewed your resubmittal of the Planned Industrial Permit, application no. PIP 00-05, as to
the issues of concern to staff
You should also be aware that some issues still remain. These issues, listed below, must be
addressed before a final determination can be made on the application. In addition, the City
may, in the course of processing the application, request that you clarify, amplify, correct, or
otherwise, supplement the basic information required for the application.

ISSUES OF CONCERN
NO. PIP 00-04 - CARLSBAD RESEARCH CENTER LOT 24
Planning:
1. As stated previously, the proposed indoor employee eating area must be identified on
the floor plans or the permit holder must accept a condition that requires the entire
indoor eating area to be constructed with the first tenant improvement. Since the site
plan indicates the amount of indoor eating area but the floor plan does not indicate
where the eating area is, the project will be conditioned to require the entire indoor
eating area simultaneous with the first tenant improvement.
2. As mentioned in the January 8, 2001 correspondence from the Planning Department, lot
23 of Carlsbad Research Center is located within the over 75 dBA CNEL noise contour
for the McClellan-Palomar airport. According to the existing Comprehensive Land Use
Plan for the airport (CLUP), the proposed uses are not allowed uses within that noise
contour. Staff from the City, County, SANDAG and the airport are investigating this
inconsistency and will apprise you of the outcome once derived.

On the first sheet of the exhibit, revise the title of the sheet to state “site plan”, not
“conceptual landscape planting plan”. Refer to first review comments.
On the conceptual grading plan, revise the design the existing sewer lateral is
abandoned and a new one is installed. Sewer laterals are not permitted in driveways
per City Standards.
The preparation of Hydrology/Hydraulics report will be included as a condition of
approval for the PIP per your request.
On the conceptual grading plan, include approximate quantities of anticipated
remedial earthwork (refer to soils report).
On the conceptual grading plan, revise the legend to identify the proposed public
water main and irrigation service.
On the conceptual grading plan, identify why drainage from lot 24 appears to be
routed to lot 23 near the southwest corner via a new storm drain. Storm water in this
location historically drained to Dryden Place via an existing 18-inch RCP. Please
clarify why drainage is being changed.
On the conceptual grading plan, revise the location of the irrigation service so that it is
located along Dryden Place right-of-way. This will allow for a “switch-over” once
recycled water lines are installed in this area.
Add a note to the preliminary grading plans stating “This project will include minimum
IO-foot vertical curves on all driveway approaches to Dryden Place to soften grade
breaks.”
Add the driveway slope on the easterly-proposed driveway.

10. On the site plan, add EDU's (sewer), GPM (potable), and GPM (recycled) generated
or required by the project. There is sufficient project data (R&D, manufacturing,
warehouse) to estimate these figures.
11. Address minor redline comments as noted on the returned site plan and conceptual
grading plan.
12. A redlined check print is enclosed for the applicant's use in making the requested
revisions. This check print must be returned with the plan revisions to facilitate
continued staff review.
