SUBJECT: CONSISTENCY DETERMINATION FOR MCCLELLAN-PALOMAR
AIRPORT - LOT 24 OF CARLSBAD AIRPORT CENTRE
Dear Ms. Bowens:
This correspondence is a follow up to the Airport Authority's letter dated February
14, 2002 regarding the consistency determination request by the City of Carlsbad for
industrial development on Lot 24 of the Carlsbad Airport Centre Specific Plan area.
The proposal involved the construction of a 29,000 square foot, one-story industrial
building on an existing graded, industrially-designated lot with existing street
frontage located on the north side of Dryden Place.
On February 14, 2002, the San Diego Regional Airport Authority sent the City of
Carlsbad a letter stating that the proposed industrial development was not consistent
with the Comprehensive Land Use Plan (CLUP) for the McClellan-Palomar airport in
that the property was located within the 'over 75 dBA CNEL" aircraft noise contour.
As you are aware, the CLUP was amended in 1994 to expand the "over 75 dBA
CNEL" noise contours off of the airport property and over existing, improved
industrially designated lots west of the runway.
As provided for in Section 21676.5 of the Public Utilities Code, the Carlsbad City
Council found that the proposed development was consistent with the purposes of
the Code as stated in Section 21670 and, on June 11, 2002, voted 5-0 to override
the Regional Airport Authority's determination of non-consistency for the Lot 24
development. A copy of this letter is also being sent to SANDAG staff for their
