HomeMy WebLinkAboutPIP 00-05; Carlsbad Airport Center Lot 23; Planned Industrial Permit (PIP) (3)May 10,2001 Mr. Bob Parrott Acting Executive Director SANDAG 401 B St, Suite 800 San Diego CA 921 01-4231 SUBJECT: COMPREHENSIVE LAND USE PLAN FOR MCCLELLAN- PALOMAR AIRPORT Dear Bob: Thank you for your support in our efforts to address the issue of future development on the existing industrial lots proximate to the McClellan-Palomar Airport. As you know, the Comprehensive Land Use Plan (CLUP) for the airport contains land use restrictions based upon the compatibility of those uses with the noise levels generated by the airport. The document maps noise level contours around the airport and indicates the land uses appropriate for each of those noise contour ranges. The most restrictive noise contour range is over 75 dBA CNEL which only allows agriculture (except residences and livestock), extractive industry, fishing, utilities, public rights-of-ways and golf courses. The April 1994 CLUP indicates, both through map exhibit and text, that the 75 dBA CNEL noise contour is contained completely within the airport property. The City of Carlsbad recently received a revised noise level contour map from SANDAG that indicates the 75 dBA CNEL airport noise is actually not completely contained within the airport property. The revised noise contour map (copy attached) shows that the 75 dBA CNEL now covers approximately 25 existing industrial lots, some of which are already developed. The area is contained within an approved specific plan, namely the Carlsbad Airport Centre Specific Plan SP 181. The lots were created through either through the original industrial subdivision (CT 81 -46) or through subsequent subdivisions (CT 95-04 and Parcel Maps 17721 and 18313). In each instance, the approved subdivisions were consistent with the applicable specific plan (SP 181) and the provisions of the CLUP at the time of approval. The Carlsbad Planning Department has analyzed this situation and believes that, through the addition of mitigation measures to the CLUP, the issue of land use compatibility between the proximate industrial lots and the airport can be resolved. The City would like to invite the County of San Diego and SANDAG to join in our efforts to amend the McClellan-Palomar Airport CLUP to allow continued development of the proximate existing industrial lots with proper mitigation. We are prepared to process an amendment to the CLUP in accordance with the appropriate procedures.
