The City of Carlsbad requires that contractors obtain a right-of-way permit prior to constructing any improvements within publicly dedicated streets or easements. Since the improvements reflected on your improvement plans fall within this category, you must first obtain a right-of-way permit prior to initiating your construction activities. You may obtain a right-of-way permit by making application at our Engineering Development Services Counter at 1635 Faraday Avenue. This is a "no-fee" permit. In addition, if your project requires a grading permit you must complete the items listed on the completion of Grading Plancheck Letter and receive approval on a grading permit prior to or concurrent with the issuance of a right-of-way permit. You may obtain the blueline sets and any other plan reproductions you desire through one of the several bonded blue print firms in the area at your cost. Your Right of Way Permit will be issued when all the above noted requirements have been completed. DANJON will add Ave. Daily Traffic to the conceptual grading plan. 2. DANJON will clarify and show the SDG & E easement. 3. DANJON will add the street storm drain facility in the street. 4. DANJON will add the anticipated average and peak potable water demand and fire flow demand in gpm to the conceptual grading, 5. DANJON will provide a SWMP for this project. Planning concerns: 6. LEESAK will provide clarification on the landscaping calculations. 7. Electrical plan will provide the light standard heights to the drawings. Engineering concerns: 8. DANJON will provide the line of sight lines on the conceptual grading based on CALTRANS standards and 30 mph design speed. 9. The parking at the northeast corner, after our discussion was determined to be acceptable and the best parking layout for that corner. Therefore no change is required. 10. DANJON will show on the conceptual grading the sewer line 10-feet away from the waterline and show the proposed easements. 11. DANJON will add a sewer manhole for the sewer connection in Corte Del Nogal and the sewer flow line and percent flow of pipe. The city is reviewing whether the 5-foot right-of-way dedication is necessary and if the sidewalk can meander around the SDG&E facilities. The developer asked the city to verify whether a sidewalk was necessary as no sidewalk is in the area. a. In a later discussions with the city, the city agreed to a 5-foot utility easement in-lieu of any right of way dedication and that the existing 2:1 slope will remain as a existing condition within the utility easement. The sidewalk will only be the first five feet away from the curb and that the vertical grade difference at the end of the sidewalk will be addressed via the San Diego Regional standard C-9. The city will allow the sidewalk to meander around the SDG&E facility provided the SDG&E facility doesn't need to be modified to comply with the 30mph sight distance requirement. 13. DANJON will provide an on-site public water line that has two connections to the existing city main. The piping material of class 150 or 200 will be determined based on a current fire flow test in the local area. All 90-degree water bends will be converted to two 45-degree bends. DANJON will either modify the water details or delete them. 14. DANJON will show the SWMP proposed improvements. Actual calculations for sizing will be provided during final design. 15.
