The Planning Department has reviewed your request for a Planned Industrial Permit, application no. PIP 02-03, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directly to your staff planner by appointment. All list items must be submitted simultaneously and a copy of this list must be included with your submittals, including five (5) sets of plans. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, May 2, 2002, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. On the site plan (or grading or utility plan as seen appropriate) : A. Add the Average Daily Traffic generated by the project broken down by separate uses. The site plan refers to the traffic report yet none was submitted with the application. Is there a traffic report available for review? Since the project consists entirely of office, the 20 ADT/l,OOO square feet of office rate shall be used bringing the total ADT to 978 (20/1000 X 48,920 = 978). B. Plot the existing SDG&E easement listed under Item No. 6 of the Preliminary Title Report. C. Show the existing public storm. drain within the existing streets. Identify the size and type of pipe material and identify the inlet type at the intersection of Corte Del Nogal and Camino Vida Roble. Refer to DWG 208-2 on file with the City. D. Provide the average and peak potable water demand and fire flow demand in gallons per minute. 2. Submit a Storm Water Management Plan (SWMP) as required for "Priority Development Projects" as this project is defined per Section F.l .b(Z)(a)viii California Regional Water Quality Control Board Order No. 2001 -01 . ISSUES OF CONCERN Planning: 1. Parking area landscaping is shown as 30,506 square feet or 53.82% under the Project Summary table on your site plan. Please explain how the parking area landscaping is 53.82% and of what. Is it the entire site or the entire landscaped area or the parking area. Pursuant to the Zoning Ordinance, at least ten percent of parking area inclusive of driveways shall be landscaped. 2. On your lighting plan, please indicate the height of proposed light fixtures. Also please submit the original of catalog pages providing details of light fixtures. Engineering: The following issues need to be resolved prior to the next submittal: 1. At the driveway, plot intersection site using Topic 405 of California Department of Transportation Highway Design Manual. The design speed for Paseo Del Nogal is 30 mph. 2. At the northeast corner of the parking lot, provide a 5-foot distance between the end of the parking space and the edge of curb. A lesser distance of 3 feet would be acceptable if the parking space depths were at 20 feet rather than 17'6". 3. The sewer line must be a minimum of 10 horizontal feet from the onsite water line and fire hydrant. When comparing the grading plan, which plots the sewer line, and the underground piping plan, which plot the water lines, it appears that the sewer line is overlapping the water line in some areas. In many areas, the pipes are separated by less than 10 feet. Plot all the water lines, sewer lines and utility easements on the same plans. 4. Since an 8 inch diameter sewer line is proposed and will connect with an 8 inch diameter main in Corte Del Nogal, an access hole will be required at the point of connection. Show said access hole on the plans. Provide the flow line elevation and percent flow of pipe. 5. The portion of the proposed sewer line that will accept each lateral from each building must be a public main. Since the line must maintain a IO-foot separation from the water main, a 30-foot wide public utility easement is required. The portion of the main that extends through the employee eating area is not acceptable do to limits of employee access. Extend individual laterals from each building to the main within the driveway. 6. Five feet of public right-of-way must be dedicated along the entire project street frontage. The grades within this dedicated right-of-way must be at 2% positive drainage to the street. Because the base of the 2:l slope is currently located at the existing right-of-way boundary, installation of a retaining wall would be the most feasible method to establish the 2% grade within the newly dedicated right-of-way. Install sidewalk contiguous with the curb and a pedestrian ramp at the street corner. 7. The on-site public water lines must be designed as a looped system. Currently there is only one point of connection. A public water line and easement are in place on the neighboring property to the west. According to DWG 267-8A on file with the City, an 8" line and end cap is located along or near the eastern property line of Lot 1. This line provides an opportunity for tie-in to create a looped system. 8. Redesign the 90-degree angle on the water line located at the northwest and southeast corner of the lot to 45-degree angles to get the line closer to the center of the driveway and to remove thrust blocks from structures such as curbs. Relocate the angled bend in the pipe located along the west side of the property so that the water line is moved closer to the center of the driveway. Also, relocate the connection between the on-site main and the main in Corte Del Nogal to the center of the driveway. 9. According to HGL data on file with the City, the water pressure at the street 10. 11. 12. 13. 14. is near 150 psi which would warrant the need for Class 200 pipe. Also, add valves as shown on the attached redlined plans. Details such as the location of thrust blocks can be removed from the plans. Water improvement plans will be required and these details can be shown at this time. Show where the water meters will be located. They must be located within the public easement or right-of-way and be easily accessible to the City employees. All hydrants shall be located within the easements but double check valve assemblies shall be located outside and adjacent to the public easements. Label the ”private” hydrant as public and show detail per City’s Rules and Regulations for Construction of Public Potable Water Mains per Water Standard DWG No. W12. Likewise, the double check valve assembly must be constructed per DWG W21. The site drainage will be evaluated once a clearer grading plan is provided. Much of the flow line elevations, drain locations, etc. are difficult to read. Using screened lines may help delineate the various lines from one another. Show on the grading plan the use of best management practices for the treatment of storm water runoff. The SWMP shall address such practices as well. An encroachment agreement will be required for any stamped concrete located within a public easement such as that proposed within the driveway entrance. Enclosed is a redlined site plan and underground utility plan to aid in making the applicant’s corrections. Please return these plans with your next submittal.
