Prior to formal application submittal the following items must be adequately resolved/addressed: 1. Per Section F.l .b.(l) of the California Regional Water Quality Control Board San Diego Region Order No. 2001-01, the project must ensure that pollutant discharges and runoff flows from the development are reduced to the maximum extent practicable using best management practices (BMP) during the project’s planning, construction and post-construction phase. A grass swale and/or retention basin are preferred methods due to their effectiveness and low maintenance and cost. However, other BMP’s may be proposed and will be considered. 2. Show site drainage. Drainage shall be directed towards an approved drainage course such as Loker Avenue West. Minimum fall permitted across pavement or landscaped areas is 1%. 3. Are all the bays grade high? If so, the turning radii for delivery trucks can be reduced to a 42-foot radius per California Department of Transportation Highway Design Manual, Figure 407E unless businesses are expecting to use semi- tractor trailer trucks. The project currently meets the requirements for a 60 foot radius truck but if narrower driveways are needed to accommodate changes in to the project design, then the @foot radius may be able to accommodate the design changes. 4. Remove the north-facing bay on Building A from the plans. Trucks parked at this bay will block access to the parking stalls adjacent to the bay. 5. Show all existing and proposed utilities. Loop all onsite water lines with the existing 8” water line on Lot 6 and the existing IO” water line on Lot 8. Onsite PRE 02-44 Carlsbad Oaks Lot 7 PRELIMINARY REVIEW 2 6. 7. 8. 9. IO. public water lines for fire hydrants will most likely be required by the Fire Department. Also, if sewer laterals from each building will connect with a common on-site main, then the main will need to be public and an overlapping public utility easement will be required. Application for improvement plans and easement dedication will be required superceding discretionary approvals. Show new lot lines and clarify how the lots will be subdivided. Are you proposing 4 lots for each building with a common area as a Cith lot? Specify the height of the wall at the rear of the property and provide a cross section. The driveway serving the three bays to Building A must be 32 feet wide. Currently, it is proposed at 24 feet wide. The minimum driveway width between Loker Avenue and the parking spaces is 30 feet. A grading permit will be required. Show all grading and state the quantity of grading in cubic yards. If you or the applicant has any questions, please either see or call me at extension 2781.
