Dear Mr.. Cairns:
This letter is in response to your request to allow the parking
lot scenario

for Phases I1 and-I11 of 'Palomar Triad to occur
your schematic drawing dated 11/4/87. The proposal

The Phase I1 building (to be built as a shell) will
provide 231 parkinq spaces, 52 of which will be
located in the Phase I11 building pad.
The parking structure will be built in two phases--
the northern half will be built first; while
construction occurs on this half of the structure,
155 parking spaces remain for the Phase I1 building, providing parking for only 67% of the office building per City parking standards.
During the time that only 155 parking spaces are available, only 67% of the Phase I1 leasable area, or 34,074 square feet, will be allowed to make
tenant improvements. In other words, of the total rentable square footage of 50,857 square feet, only 34,074 square feet could be leased during that time.
After the first half of the parking structure is
completed, 266 spaces will be available and the
remainder of tenant improvements within the Phase
I1 building may be completed.
The second half (or Phase 11) of the parking
structure will be built before the Phase I11
(final) building is constructed, thus providing all
of the required parking for both buildings, which
is 433 spaces.

The following conditions will need to be satisfied for Phase I1
to be "substantially in conformance" with the approved P.I.P. 85-
7:
1. Bedford Properties will confirm in writing that the
Phase I1 building will be constructed as a shell,
and that they agree with the phasing scenario as
presented in items 1-5 above;
2. Bedford Properties will provide evidence that its
leasing agent agrees that only 67% of the building
may make tenant improvements until the parking
structure is built;
3. A note will be placed on the revised 9/9/87 plans
explaining the phasing as outlined in this letter.
A P.I.P. is not necessary for Phases I1 or 111; you just have to
obtain building permits. As the Phase I1 building makes tenant
improvements, a master file will be kept to track the 34,074
square feet. As such, each new applicant for tenant improve-
ments shall indicate on building plans the amount of previously
completed leasable square footage.
