HCH&A Job #09593 Dear Mr. Holzmiller: Planning is currently being completed for Phase II of the Palomar Triad (formally known as "Kaiser Center" at southeast corner of Palomar Airport Road and Camino Vida Roble). The Master Plan and Phase I of this project were reviewed and approved in January of 1986 under P.I.P. 85-7. A comparison of the current Master Site Plan with the originally approved plan will confirm that the Phase II Building is basically in conformance with the original Master Site Plan. However, in the interim, because Carlsbad has revised its parking regulations, Phases II and Ill will require an additional 72 parking spaces, with Phase II alone requiring an additional 40 spaces. Our current planning efforts demonstrate the fact that we can accommodate the additional 72 spaces in a future parking structure which is to be constructed with Phase 111. With a more efficient design we are able to keep the structure basically where it is shown on the original Master Site Plan. Also, the Phase Ill building will remain as shown on the original plan. As a temporary parking solution for Phase II, we are planning to construct a 52 space lot on the future Phase Ill site (see enclosed Phase II Site Plan, revised 9/9/87). The reasoning behind this lot is two-fold. In the long run this lot will provide some parking while the parking structure is being built, and in terms of Phase II, will allow grade level access since the bulk of the parking for4hase II will be lower than the grade level of the first floor. In summary, we have progressed with Phase II retaining the originally approved concept, and would like to receive from you a letter stating that Phase II is "substantially in conformance" with the original Master Site Plan dated 1/28/86 and P.I.P. 85-7. c" Mr. Mike Holzmiller September 14, 1987 Page 2 Sincerely, HCH & ASSOCIATES V.
