SUBJECT: LANDCAPE DESIGN CHANGE FOR HISAMITSU PIP 86-01{B)
Dear Gina:
The purpose of this letter is to document the proposed changes to the landscape drawings for
the previously approved PIP 86-01(B). One of the findings made by K2 Engineering and
referenced in the Soils Report concludes:
"Fill soils up to 8 feet in thickness were encountered at the locations drilled. The fill soils
consist of soft to stiff clay and have a high expansion potential. The fill soils do not
appear to be uniformly compacted. According to the laboratory test results, the fill soils
have relative compactions of less than the recommended 90% of the maximum dry
density (ASTM D1557-00)... Furthermore, impervious surfacing such as concrete
sidewalks or asphalt paving is recommended around the proposed additions.
Landscaping and/or irrigation should be kept away from the structures."
As a result of the above finding, we have decided to revise the previously approved landscape
to avoid further impact to the soil and stability of the slope.
The original Landscape and Irrigation Plan (Sheet L-l) prepared byTeshima Design Group shows
seven trees (Brisbane Box) within ten feet of the CMU screen wall and eleven 1 gallon plantings
of Boston Ivy within two feet of the wall. Seventeen Rainbird #5-B Series Bubbler sprinkler
heads were located all within 10 feet of the wall to provide sufficient water for this non-native
growth.
To address this issue, a new landscape design was developed by Teshima Design Group using
drought resistant native species located more than 10 feet from the CMU screen wall and
structure. This design requires much less water on the slope and uses temporary brownline
pipe above ground with drip irrigation to establish the growth. This irrigation would later be
discontinued.

Please find attached 2 sets of revised plans for the Hisamitsu Shipping Addition. We
have revised our plans to reflect the four redline comments:
1) We have identified the proposed loading area.
2) We have noted on the plans that the existing loading area is to be
relocated.
3) We have provided a note on the plan indicating that trash will be
wheeled to the front drive aisle.
4) We have revised the 8' CMU screening wall to indicate 10' CMU
screening wall.

Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department
has reviewed your Planned Industrial Permit, application no. PIP 86-01(8), as to its
completeness for processing.
The item requested from you earlier to make your Planned Industrial Permit, application no. PIP
86-01(8) complete has been received and reviewed by the Planning Department. It has been
determined that the application is now complete for processing. Although the initial processing
of your application may have already begun, the technical acceptance date is acknowledged by
the date of this communication.
Please note that-although the application is now considered complete, there may be issues that

SUBJECT: PIP 86-01(8) - HISAMITSU SHIPPING ADDITION
Before the Planning Director can make a decision on your application, the City must
perform public noticing as required in Section 65091 of the California Government
Code. The required noticing materials must be received by August 19, 2008. If the
materials are not received by this date, processing of your application will be delayed.
Furthermore, your application could expire if noticing is not performed within the time
limits allotted under the Permit Streamlining Act.
Please submit the following information needed for noticing and sign the enclosed form:
1. Owners List - a typewritten list of names and addresses of all property owners
within a 300 foot radius of the subject property, including the applicant and
owner. The list shall include the San Diego County Assessor's parcel number
from the latest equalized assessor's rolls.
2. Mailing Labels - two (2) separate sets of mailing labels of the property owners
within a 300 foot radius of the subject property. For any address other than a
single family residence, an apartment or suite number must be included. DO
NOT provide addressed envelopes - PROVIDE LABELS ONLY. Acceptable
fonts are: Arial 11 pt, Arial Rounded MT Bold 9 pt, Courier 14 pt, Courier New 11

3. Radius Map - a map to scale not less than 1" = 200' showing all lots completely
and partially within 300 feet of the exterior boundaries of the subject property.
Each of these lots shall be consecutively numbered and correspond with the
property owners list. The scale of the map may be reduced to a scale acceptable
to the Planning Director if the required scale is impractical.
4. Fee - a fee shall be paid for covering the cost of mailing notices. Such fee shall
equal the current postage rate times the total number of labels. Cash check
(payable to the City of Carlsbad) and credit cards are accepted.

city letter dated June 13, 2008.
ITEMS TO COMPLETE THE APPLICATION
Planning:
None.
Engineering:
A Development Application Storm Water Standards Questionnaire has been
completed and included in the re-submittal.
ISSUES OF CONCERN
Planning:
1 . Two parking spaces will be lost due to the addition (shown on plans). A
parking table has been provided.
2. The project is proposing 627.5 square feet of shipping area. Parking demand
created by the addition was calculate using the ratio for warehouse parking
demand (1 space/ 1000 sf).
3. The edge of vegetation has been delineated on the site plan.
4. Top of slope has been identified.

5. Drawings have been revised and addition cross-sections have been provided
to illustrate that the proposed screen wall does comply with the setback
requirement pursuant to Section 21.95.120(1) of the Carlsbad Municipal Code.
6. The screen wall will be ten feet tall. Plans are now consistent in indicating the
accurate wall height.
Engineering:
1. Issue resolved pursuant to discussion with Tecla Levy [6/26/08].
2. Trash truck access issue resolved per discussion with Tecla Levy [6/26/08].
3. A total of two spaces will be lost due the shipping addition; these two places
are now being shown on the plans.
4. Project is in compliance with Design Standard DS-11 and the project is
outside the minimum setback from top of slope.
5. The entire legal parcel boundaries per Cert, of Compliance No. 90-362938
are shown on the plans. Copies of the Certificates of Compliance have been
provided with the re-submittal.
6. The legal description on the site plan has been revised and is in agreement
with the current title report.
7. No existing easements; the entire project site is owned by one owner and
leased to tenants. The owner is in agreement with the proposed addition and
has signed the application as "Owner". The proposed project is not within any
common area.
8. The PIP number has been added to the upper right hand corner of the plans.
9. Project will comply with all necessary fire protection measures.
10. We acknowledge that this first submittal does not constitute a full review of
the project and are prepared for the possibility of addition comments.
11. The redline plan check has been returned in the re-submittal.

Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department
has reviewed your planned industrial permit, application no. PIP 86-01 (B), as to its

INCOMPLETE
The application is incomplete, as submitted. Attached are two lists. The first list is information
which must be submitted to complete your application. This list of items must be submitted
directly to your staff planner by appointment. All list items must be submitted
simultaneously and a copy of this list must be included with your submittals, including
five (5) sets of plans. No processing of your application can occur until the application is
determined to be complete. The second list is issues of concern to staff. When all required
materials are submitted the City has 30 days to make a determination of completeness. If the
application is determined to be complete, processing for a decision on the application will be
initiated. In addition, please note that you have six months from the date the application was
initially filed, May 14, 2008, to either resubmit the application or submit the required
information. Failure to resubmit the application or to submit the materials necessary to
determine your application complete shall be deemed to constitute withdrawal of the application.
If an application is withdrawn or deemed withdrawn, a new application must be submitted.

LIST OF ITEMS NEEDED
TO COMPLETE THE APPLICATION
Planning:
None
Engineering:
The project is required to comply with the current City Storm Water Standards, 2008 edition.
The applicant must complete a Development Application Storm Water Standards Questionnaire
in order to determine which level of the storm water pollution prevention standards applies to the
above project.
ISSUES OF CONCERN
Planning:
1. The proposed addition appears to impact existing parking spaces. Specifically, the
addition encroaches into the parking space next to the section of curb to be removed
and access to the parking space next to the existing trash enclosure is blocked. To
determine if parking remains adequate, please amend the site plan to label all spaces
that will become unusable and provide a table to identify existing and proposed parking
needs. The table and site plan should identify that adequate parking will remain upon
completion of the addition. Calculations to show how existing and proposed parking
needs were determined consistent with the requirements of Chapter 21.44 of the Zoning
Ordinance shall be included.
2. The written project description indicates the addition will add 627.5 square feet of
"industrial office space." Conversely, plans say the addition is for new snipping area.
Please make sure all information is consistent and parking needs are based on the
appropriate use per Zoning Ordinance Chapter 21.44. Also, fractional spaces yielded by
parking calculations shall be counted as whole spaces.
3. The proposed pad and screen wall on the east side of the building are next to
vegetation. Please delineate the edge of the vegetation on the plans to clearly indicate
that no work is proposed that would impact the vegetation.
4. Please note the top of slope on the plan set.
5. Pursuant to Section 21.95.120(1) of the Carlsbad Municipal Code, a top of slope setback
is required for structures and walls at the top of slopes. The proposed screen wall does
not appear to comply with this setback. Please revise.
6. The written project description states the screen wall will be ten feet high. Site and
elevation plans state the wall will be either eight or ten feet high. Please provide
consistent information.

Engineering:
1. The location of the proposed shipping area addition appears to be in the existing
truck loading bay. Is the loading bay being relocated or removed? If so, please show
that the project complies with Chapter 4.3.B.2 of Engineering Standards. Aisle width
adjacent to buildings where truck loading bays is not provided shall be a minimum of
32 feet wide.
2. The proposed addition will prevent trash truck access to the existing trash enclosure
location shown on the site plan. Please demonstrate how a trash truck maneuvers in
and out of the trash enclosure area. If trash enclosure area is relocated, please show
the new location on the plan.
3. The proposed addition will cause some of the existing parking spaces adjacent to the
addition and the trash enclosure to be unusable. Please show all unusable parking
spaces as "to be removed". Please coordinate with planning department to ensure
that the required parking spaces are adequately met. The project may need to
provide additional parking spaces.
4. The proposed pad for the proposed "fume oxidizing machine", enclosed with 10-foot
high CMU walls to the north of the existing building must be provided with adequate
set-back from the top of existing slope per Design Standard DS-11. The minimum
setback from top of slope is 5 feet.
5. Show on the site plan the entire legal parcel boundaries per Certificate of
Compliance File No. 90-362938. Please copies of Certificate of Compliance
documents File Nos. 90-362938 and 86-240751 as references.
6. Revise the site plan to show the correct legal description of the project. The legal
description must agree with the current title report.
7. Please indicate on the plan existing easements and common area. Any proposed
work within an easement will require permission from the easement holder. Ensure
that the proposed additions are not within the common area.
8. Add PIP 86-01 (B) to the upper right hand corner of the plans.
9. Meet with the Fire Department to identify the necessary fire protection measures
required for this project (access, fire hydrants, sprinklering, etc.).
10. This preliminary review does not constitute a complete review of the proposed
project and additional items of concern may be identified upon next submittal.
11. A redlined check print is enclosed for the applicants use in making the requested
revisions. This check print should be returned with the next submittal to facilitate
continued staff review
