We are currently addressing the items and intend to respond with comments by Wednesday, February 1st. Gary Moss and I are scheduled to meet with you at the City Hall, Wednesday at 8:OO a.m. At which time, we will go to the jobsite to review the spotted the daylight line per the approved subdivision and place balloons at the four corners of the building to help visualize the impact of the building along the south and west approach on Palamar Airport Road. Based on the assumption that we will be able to resolve the items noted, it is our understanding that the 2:30 p.m. Wednesday meeting scheduled with Mike Holezmiller will expedite the administrative procedure for final approval of this Amended P.I.P. and we can anticipate issuance of Site Grading Permit by Friday, February 3rd. It is understood that issuance of this permit is contingent on approval of the Haul Route and the issue concerning stockpiled materials from Phase I. Items to be Addressed: 1. Surveyor to plot building corners and Daylight Line for Wednesday meeting. 2) Provide copy of the letter from City of Carlsbad addressing the setback requirement along Daylight Line (allowing average 15'-0" setback). 3) Provide cross section of retaining wall along the side of the building showing the relationship with the Daylight Line. (Top of wall to be flush with Daylight Line). 4) Re-confirm building square footage for building and verify if adequate on- site parking is provided (City calculations indicate we are short required parking by 3). 5) Parking stalls located in southwest corner of parking lot do not have adequate space for backing (minimum required is 5'-0" per stall). Option of either increasing stall depth or converting it to compact stalls. 6) Request that parking along south side of parking lot be set a minimum 15'- 0" back from Daylight Line versus the 15'-0" average as currently shown. (Opus to study feasibility). City’s template indicated that radius as shown is incorrect. 9) Request that berming be provided along the south side parking adjacent to the Daylight Line. 10) Verify we do not exceed maximum 25% compact parking stalls. 11) Recommend specimen landscaping be provided along west side of building to help screen the building (Chris will review/recommend landscaping with input from the City’s Designer, Mzrk Steyaertj. 12) Study options of moving building back from Daylight Line. (Both south and west side). 13) Chris will contact the utilities and maintenance, fire department and building department prior to the Wednesday meeting and advise Opus Southwest Corporation of any comments prior to the meeting. 14) In reference to the Haul Permit approval, Opus Southwest Corporation needs to provide confirmation that the Owner has a permit to receive the soil on the designated lot. . I. In addition to the above items yet to be resolved the following item were addressed and resolved: 1) Lunch Area for the building will not be required considering the building is located 1,000 feet from an established park and the property to the west of the building has been set aside for non-commercial development and potential future park development. The Haul Permit/Site Grading Permit currently is in a Catch-22 situation as a result of the stockpiled material from Phase I. Engineering is of the opinion that it will not issue a haul permit unless the existing stockpiled material from Phase I is removed from this site. Considering the property lacks an original stockpile permit, the catch with removal is that no haul permit was issued under Phase I. Opus understands that if we agree to haul the material prior to issuance of site grading permit, a letter will be issued by engineering advising that the official site grading permit will follow within five (5) days of removal of fill. The Phase I1 haul permit will need to include the subject stockpile to avoid violation of haul permit requirements. 3) Compact parking adjacent to the north side of the parking was discussed. it is understood the City discourages to end compact parking, however, due to limited area along the compact row addition of standard stalls would impact entire parking count.
