The Planning Department has reviewed your Planned Industrial Permit, application no. PIP 87-3(A), as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. All list items must be submitted simultaneoushr at the Communitv Development Building counter and a copv of this list must be included with vow submittals. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, May 9,1991, to either re-submit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. PIP 87-3(AI PLANNING: 1. Indicate on-site plan number of parking spaces provideurequired (standard and compact). List building square footage. ENGINEERING: 1. Site PladExhibit is inadequate. The submitted materials need to be labeled to clearly indicate existing and proposed amendments. New lot lines and existing lot lines should be identified and should be shown with approximate bearings and distances. If the existing City of Carlsbad drawings are to be used, then inappropriate information such as the City Title should be blocked out. Required data and information should be in tabular form. The date and preparer of the information should be shown. Adjustment plat filing is required. ISSUES OF CONCERN PLANNING: 1. Lot 16 site is shown as having approximately 128 parking spaces. Original approval required 140 parking spaces for this building's proposed use. 2. Reciprocal, non-exclusive easements for access, ingress and egress exist over all of the Comon Areas. Common Areas are defined as" ... the thirty (30) foot portion of the lots located adjacent to the streets ..." As all parking and interior drive areas are setback beyond 30 feet, how is access guaranteed between lots? ENGINEERING: 1. Project will be conditioned to provide pro-rata share of full intersection traffic signal at Palomar Oaks Way and Palomar Airport Road prior to grading or building permit. 2. Recording of covenants for easements for mutual access and parking, may be required based upon adequacy of existing covenants or circulatiordparking design issues.
