The grading for this project is defined as "controlled grading" by Section 11.06.170 (a) of the Carlsbad Municipal Code. The existing chain and bollard system regulating traffic from access to Pal omar Airport Road shall remain in the place. The developer shall obtain in the City Engineer's approval of the project improvement plans and enter into a secured agreement with the City for completion of said improvements prior to issuance of any building permit within this project. The improvements shall be constructed and accepted for maintenance by the City Council prior to issuance of a Certificate of Occupancy for any unit within the project. All private driveways shall be kept clear of parked vehicles at all times, and shall have posted "No Parking/Fire Lane Tow Away Zone" pursuant to Section 17.04.040, Carlsbad Municipal Code. 16. The grading plan for this project shall include design for private storm drain, sewer and circulation system. A minimum traffic index of 4.5 shall be used to determine the structural section of isle and driveways. Appropriate plan check fees shall be paid to accommodate review of this plan. A.
