Phasing of the development is not necessary as the project involves
only one 55,045 square foot office building on Lot 10 and 43,555
square feet of manufacturing/office space on Lot 11.
The proposed site design meets the design and zoning requirements of the City’s zoning ordinance under Chapter 21.34 (Planned Industrial Zone).
The proposed scale of development is appropriate as it meets
applicable development standards, complies with the General Plan
and is harmonious with the adjacent planned industrial land uses as set forth in the General Plan and PM Zone.
The proposed use is consistant with Section 21.34.020 (Permitted Uses) of the City’s Zoning Ordinance.
This project with its proposed use could be located in any area with a PM zoning designation. The site design is tailored specifically
for the proposed lots. A change of location is not warranted.
The proposed project is the most suitable for this site.
The lots were graded to accommodate office/industrial structures
and uses, therefore by not developing the sites now, only postpones
eventual development into the future.

111. DISCUSSION OF ENVIRONMENTAL EVALUATION
1. EARTH: Grading of 1950 c.y. is proposed to allow construction of the proposed office/industrial buildings. The pads have already been rough graded when the land was originally sub-divided. There will be no significant impact to the soil since the area is already disturbed.
3. WATER: Construction of buildings and paving will affect absorption rates and run-off patterns. The required provisions for drainage, and the irrigation of landscaped areas will offset any adverse impacts.

4. PLANT LIFE & 5. ANIMAL LIFE: The area has been previously disturbed and contains no significant plant or animal life. Development is limited to the existing flat pad and will not impact the native vegetation located along the open space drainage that flows along Camino Vida Roble. Landscaping plans will be reviewed by the Planning Department to ensure compatibility with existing conditions and vegetation on and offsite.
7. LIGHT t GLARE: Incremental increase will occur, since the property is currently undeveloped. The surrounding area is zoned for similar uses therefore there will not be any adverse impacts.
12. HOUSING: Industrial development creating employment growth will cause an increased demand in housing. The Carlsbad General Plan has allocated areas within the City for residential development which will accommodate increases in housing demand.
13. TRANSPORTATION/CIRCULATION: The project will result in increased traffic and parking requirements. The Engineering Department conditions require that all necessary street improvements and parking be provided prior to occupancy.
14. PUBLIC SERVICES & 16. UTILITIES: The Local Facilities Management Plan for Zone 5 ensures that all public and government services will be available as required. The incremental impacts on facilities will be offset by fees and conditions of approval prior to building permit issuance.
The proposed project is in conformance with all requirements of the General Plan and other City Ordinances, and all impacts have been assessed and mitigated by the conditions of the Local Facilities Management Plan and the individual project fees .

IV. DETERMINATION (To Be Completed By The Planning Department)
On the basis of this initial evaluation:
X I find the proposed project COULD NOT have a significant effect on
the environment, and a NEGATIVE DECLARATION will be prepared.
I find that although the proposed project could have a significant
effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A Conditional Negative
Declaration will be proposed.
I find the proposed project MAY have a significant effect on the
environment, and an ENVIRONMENTAL IMPACT REPORT is required.
