The P1 anni ng Department has reviewed your P1 anned Industri a1 Permit, appl ication no. PIP 88-11, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be provided to complete your application. The second 1 ist is issues of concern to staff. To help speed processing of the application, it is suggested that each item on the lists be rectified or addressed in a letter to your staff planner. You should be aware that no processing of your application can occur until the application is determined to be complete. Need a comDlete set of plans resubmitted with revised earthwork summary reflecting the revised proposed grading. The resubmitted set of plans should also address the issues outlined below. 15 copies are required. 2. Environmental Impact Assessment Form is incomplete. Attached is the EIA as submitted. Incomplete i terns are marked. As noted in Section 111 of the EIA, only the person completing the report may sign it. ISSUES OF CONCERN PLANN I NG : 1. 2. 3. 4. Need 6 more parking lot trees to fulfill the parking space to tree ratio of 1 to 5 as required by the Carlsbad Airport Business Center Specific Plan. The plans as submitted show 58 trees in the parking area. Planted trees in the setback areas can not be used to fulfill this requirement. The existing pepper trees along Palomar Airport Road (PAR) may not be removed per the requirements of the City’s Landscape Guide1 ines Manual. Landscaping along PAR should be in addition to the pepper trees. Parking islands must either have a minimum width of 8 feet to provide adequate landscaping; or eliminate parking overhang and provide landscaped islands 4 feet wide. The employee eating areas do not appear to be adequate in size to meet the 4,800 square feet area required. Dimension in detail each eating area to verify the 4,800 square feet. Better screening should be provided to enhance the sense of privacy within the eating area per the requirements of the P-M Zone development standards.
