We have a few major issues and a few minor comments to both plans. The major issues are: A. B. C. D. E. F. G. Dedicate and widen Avenida Encinas per existing secondary arterial standards. 8 City Standard for this street requires 40 mph design speed, 84 feet of right-of-way and 64 feet curb to curb distance. The existing situation is 70’ right-of-way and 50’ curb to curb. Show specific points of access to accommodate proposed development, if staff concurs all other frontage will waive access rights. Show future sewer trunk line along western boundary. Remove proposed improvements from this area, or agree to replace at your cost when construction activity begins. Show truck access, parking and turnaround in both directions. Building #41 cannot exit to the south east. Proposed gate system should accommodate queuing and turn-around should locked or closed situation occur. This maneuver should include a truck 3 point turn. The south east access may need widening to accommodate this. The north east gate needs to be located a bit more to the west. Queuing area should be based upon an average of 30 ADT per 1,000 sq. ft. of building area, or roughly 115’ at each entrance. This issue is satisfied with the previous comment about gate relocation and with relocation of the north parking lot entrance (future PIP). The southeasterly entrance should be wider. 36’ or 40’ could accommodate 3 lanes,. including truck maneuvering. Clean up site plan, contours and truck paths are confusing. Possibly a circulation, access and parking plan could alleviate the clutter. Improve (407D) truck circulation at the southwest corner of the site (Tenant #41) by removing approximately 5 spaces. Truck should not be restricted to one way circulation. Indicate which is curb and gutter and what is proposed, paint median and parking islands. Expand typical X-section to show proposed right-of-way dedication and proposed improvements (84' right-of-way 64' curb to curb) 74. Include typical section of circulation and trash pick-up area vs. parking section. Ideally the major circulation (truck) and trash pick-up area should have stronger structural section, i.e. 4" a.c. over 6" Class 11 Base. Show what overhead service is intended to be underground and what is proposed to remain. At the least all servic n-site light standards should be underground.
