The City of Carlsbad has conducted an environmental review of the above described project pursuant to the Guidelines for Implementation of the California Environmental Quality Act and the Environmental Protection Ordinance of the City of Carlsbad. As a result of said review, a Negative Declaration (declaration that the project will not have a significant impact on the environment) is hereby issued for the subject project. Justification for this action is on file in the Planning Department. The City of Carhbad Planning Department has completed an Environmental Initial Study for the above referenced property, including evaluation of the proposed project's potential for adverse environmental impacts on fish and wildlife resources. 2. Based on the completed Environmental Initial Study, the City of Carlsbad Planning Department hds that the proposed project will not encroach upon wildlife habitat area, will have no potential adverse individual or cumulative effects on wildlife resources, and requires no mitigation measures to be incorporated into the proposed project which would affect fish or wilcWe. PROJECT DESCRIPTION: A 26,475 SQUARE FOOT WAREHOUSE INDUSTRIAL BUILDING LOCATED ON THE WESTSIDE OF AVENIDA ENCINAS BETWEEN CANNON ROAD AND PALOMAR AIRPORT ROAD IN THE CITY OF CARLSBAD. ENVIRONMENTAL IMPACTS STATE CEQA GUIDELINES, Chapter 3, Article 5, section 15063 requires that the City conduct an Environmental Impact Assessment to determine if a project may have a significant effect on the environment. The Environmental Impact Assessment appears in the following pages in the form of a checklist. This checklist identifies any physical, biological and human factors that might be impacted by the proposed project and provides the City with information to use as the basis for deciding whether to prepare an Environmental Impact Report or Negative Declaration. * A Negative Declaration may be prepared if the City perceives no substantial evidence that the project or any of its aspects may cause a significant effect on the environment. On the checklist, "NO" will be checked to indicate this determination. * An EIR must be prepared if the City determines that there is substantial evidence that any aspect of the project may cause a simificant effect on the environment. The project may qualify for a Negative Declaration however, if adverse impacts are mitigated so that environmental effects can be deemed insinnificant. These findings are shown in the checklist under the headings "YES-sig" and "YES-insig" respectively. A discussion of potential impacts and the proposed mitigation measures appears at the end of the form under DISCUSSION OF ENVIRONMENTAL EVALUATION. Does the project have environmental effects which will cause substantial adverse effects on human beings, either directly or indirectly? -5- X X - X X - - DISCUSSION OF ENVIRONMENTAL EVALUATION The proposed project is a 26,475 square foot office/manufacturing/warehouse building on the west side of Avenida Encinas between Cannon Road and Palomar Airport Road. The building will share a lot with an existing 154,400 square foot office/warehouse building and will be built to current City multi-tenant standards. The architecture will be compatible with the adjacent office/warehouse building and landscaping and an outdoor employee eating area will accompany development. An additional 80 parking spaces will be added to the site to accommodate the new industrial building, which is estimated to generate 172 average daily trips. As the existing site is a pre-graded pad within a developed industrial area, no adverse environmental affects are anticipated. PHYSICAL, ENVIRONMENT 1. Virtually no grading will be required for development on this pre-graded lot and no geologic hazards or unstable earth conditions will result. 2. No unique physical features currently exist on the pre-graded site. 3. Erosion control will be required during the construction of the project and the final development will not include any barren or exposed soils. 4. This project on a pre-graded site has no relation to any beach sands or river beds. The +xistkg drainage channels on the northern and western portions of the property will remain intact and undisturbed. 5. An incremental increase in air pollutants will result during construction and operation of the industrial building but these pollutants are considered insignificant. 6. The site will be changed from a vacant, dirt area to a developed site with asphalt paving, landscaping, and building which will alter the surface to air exchanges of moisture and temperature. This incremental charge is considered insignificant, however. 7. No water courses are being affected as the existing drainage channels are not being altered. 8. Construction and operation of this project will result in an incremental increase in water demands however this increase is considered insignificant. 9. No natural resources exist on site and an incremental increase in fossil fuel consumption will result from construction and operation of the development. This increase is considered insignificant. 10. See #9 above. 11. There are no significant archeological, paleontolgical, or historical structures or objects on this pre-graded, infill industrial site. -6- i 12. 13. 14. 15. 16. - - No significant diversity of either plant or animal species or habitats currently exist on this previously disturbed, infill lot. Therefore no effects to such species or habitats are anticipated. The landscaping associated with this development will introduce new species of plants to the currently barren lot, however these species can be found on neighboring lots in the area and will not create any barrier to natural floral replenishment. No agricultural crops or farmlands exist on or near the site therefore no effects to such will result. See #12 above. No introduction of animal species are proposed with this project and, as stated above, the landscaping proposed is consistent with the existing urban habitats currently existing around the project site. HUMAN ENVIRONMENT 17. 18. 19. 20. 21. 22. 23. 24. There is no alteration of land use proposed as the industrial development is consistent with the zoning and general plan designation of the parcel. The development will produce an incremental increase in the need for public utilities and other public services but this increase is insignificant and accommodated by the Local Facilities Management Zone Plan. As stated above, the incremental increase in sewer and waste systems produced by this project is accommodated by the Local Facilities Management Zone Plan. Construction and operation of the project will produce an incremental increase in noise, light, and glare however, this increase is considered insignificant for this infill, industrial lot. See #20 above. All standard safety practices will be involved in both construction and operation of the project and, therefore, no significant risks of explosion, release of hazardous substances, or risk of upset are anticipated. As this is an industrial project, no residential development is proposed. There will therefore be no affect on density of human population or existing housing supply or demand. The approximately 172 additional daily trips generated by this project can be accommodated by the existing street and arterial system serving the project as shown in the Local Facilities Management Zone Plan. All parking needs generated by this infill industrial project will be accommodated on site and, therefore, no impacts to parking facilities will result. As stated previously, all existing transportation systems can accommodate the development and, therefore, no affects on present patterns of circulation are anticipated. No waterborne, air, or rail traffic exist on or near the site and, therefore, no alteration of such will be necessary. All required signage, and safety precautions will take place during construction of the project therefore no significant increase in traffic hazards will result. As this project is on an infill, industrial site, no interference with emergency response plans or emergency evacuation plans will result. No significant scenic vistas exist on or near this infill, industrial site and the architecture and landscaping are compatible with the surrounding development. No recreational opportunities currently exist on site and outdoor employee eating areas will be incorporated into the new development, therefore, no adverse impacts are anticipated. As stated previously, the site is an infill lot in an industrial area and no significant habitats or historical resources exist on or near the site, therefore no degradation to such will result. Neither short-term nor long-term environmental goals will be disadvantaged because of this intill industrial project on a previously disturbed, pre-graded lot. No cumulative environmental effects will result from this infill project as all potential impacts are well below any level of significance. As shown above, no direct or indirect adverse effects on human beings will result from this infill industrial project. -8- J ” h + ANALYSIS OF VIABLE ALTERNATIVES TO THE PROPOSED PROJECT SUCH AS: a) Phased development of the project, b) alternate site designs, c) alternate scale of development, d) alternate uses for the site, e) development at some future time rather than now, f) alternate sites for the proposed, and g) no project alternative. The project is a small industrial project that does not lend itself to phasing. Alternate site designs would reduce the level of compliance to applicable ordinances and not produce any increased environmental favorability. The scale of development is in keeping with the surrounding uses and with the zoning and general plan designation for the area. Alternate uses for the site would not increase environmental compatibility and may not be consistent with the designated land use. No environmental advantages would be gained by postponing development on this infill, industrially-designated parcel. The project site is designated for industrial development therefore, alternate sites are not necessary. The no project alternative would leave a parcel designated for industrial development vacant and offers no environmental advantages. MG:lh -9- .- b DETERMINATION (To Be Completed By The Planning Department) On the basis of this initial evaluation: I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION will be prepared. I find that the proposed project COULD NOT have a significant effect on the environment, because the environmental effects of the proposed project have already been considered in conjunction with previously certified environmental documents and no additional environmental review is required. Therefore, a Notice of Determination has been prepared. I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A Conditional Negative Declaration will be proposed.
