This is to inform you that the items previously requested to make your Planned Industrial
Permit Amendment, application no. PIP 89-8(A), complete have been received and
reviewed by the Planning Department. It has been determined that the application is now
complete for processing. Although the initial processing of your application may have
already begun, the technical acceptance date is acknowledged by the date of this
communication.
Please note that although the application is now considered complete, there may be
issues that could be discovered during project review and/or environmental review. Any
issues should be resolved prior to scheduling the project for public hearing. A list of
these issues is attached. In addition, the City may request, in the course of processing
the application, that you clarify, amplify, correct, or otherwise supplement the information
required for this application.
The Planning Department will begin processing your application, as of the date of this

ISSUES OF CONCERN
1. Your proposed truck loading areas do not meet the City's Design Standards for
Multi-tenant Industrial Buildings (Plan. Policy No. 22). Your proposed tenant
spaces are less than 24 ft. in width, therefore you must provide:
a. A 44 inch wide (minimum) pedestrian access lane between the building and
the loading area.
b. An 8 foot wide loading area the entire length of the building. Your proposal
creates conflicts with the required 24 ft. circulation (see check print).
Also your 2 proposed east facing "end doors" would be required to each provide
a 10 foot wide x 30 foot long perpendicular loading area which will block and
conflict with the 2 adjacent (north facing doors) in each case (see check print).
2. Your plans show the existing earthen drainage ditch along the west side of your
property as being an "existing concrete lined drainage channel. The channel has
never been concrete lined even though it was a condition of approval of the
original PIP 89-8. The building plans for Pacific Point SDP 89-2 - CB 90-438 show
the ditch construction as an off-site improvement but the SDP 89-2 does not have
the construction of the ditch as a condition. If this ditch is not concrete lined by
the time this PIP 89-8(A) is ready to be conditioned, it will be a condition of this
projects approval.
3. You need to correctly show the locations of pending ultimate improvements along
Avenida Encinas on your site plan (S-1). You also need to dimension and show
the proposed size and type of stormdrain for the truck parking area along the west
side of the project.
4. Your west elevation needs to be corrected to show your latest proposed roll-up
door locations.
5. Landscape plans do not show the truck parking over the drainage channel. This
will need to be heavily screened s it is visible from the Carlsbad Boulevard
overpass.
6. A materials board is still needed.
7. The same degree of screening currently on the north side of the project site will
be needed. Specimen trees will be required as part of the landscape plan
approval.
