Attached are new plans addressing your concerns of the above
referenced project in your letter dated December. 21, 1989.
This should complete our application for a Planned Industrial
Permit .
Specifically we have changed or addressed (per your format):
Planning
1. The inconsistency between parking calculation square
footage and to-tal building square footage is due to
removal of indoor lunch areas and restrooms from the total
building. This is consistent with planning directives and
these areas are used in conjunction with office,
warehouse, and manufacturing uses and do not constitute
square footage for parking calculation. The site is ox'er
parked and the adjusted figures have been shown on the new
subrni.tta1.
2. Second floor storage of small parts is a requirement of
the owner. They do not need more offices.
3. The outdoor eating area has been modified per your
comments.
4. The landscape plan has been modified per your comments.
5. Tree symbols have been modified per your comments. Existing trees are accurate to the limits of visual
survey.

6. The slopes have been planned to be replanted with new
shrubs, trees and ground cover while retaining as much of
the mature growth as possible. Removing mature healthy
trees that have already established a root system is not
environmentally .justifiable as it creates a demand for
more water when we should be conserving water whenever possible. Also the planning department has already
conceded set back requirements partially due to the mature
landscaping. However, most trees at the top of t.he slope
will be removed due to grading which thins out the
existing trees considerably. The plan reflects only
existing trees to be saved. All unhealthy trees and
shrubs will be removed and replanted. Trees and shrubs
have been added for slope erosion control.
Per the State Board of Technical Registration, a
registered Architect can sign and certify any landscape
which he designs without need of a specific license for
Landscape Architecture. We will continue to use our
architecture licence to design and certify landscape as we
are qualified in specific as well as local requirements.
7. Eucalyptus .trees have been thinned per your comments.
The plan reflects only existing trees to be saved.
8. We d:i.sagree and strongly advocate the use of multicolor
ice plant for aestheic quality. Plant Cook would be glad
to meet wi-th the originator of these comments to assess
the approach he is trying to take as well as explain our
design. We feel we have produced a quality landscape
project using drought resistant materials in more than
sufficient quantities.
9. All irrigaation piping (including existing) will be placed
underground as noted on the plan.
Engineering
1. Fire service will be granted a 15’ easement as shown on
the plan.
2. Fire service line (and easement) proceed in a different
direction negating this requirement. See plan.

Plant Cook is more than happy to respond and ad.just to all of
the above comments in order to produce a higher quality
pro.ject for the City of Carlsbad. Please note, however,
that most of these recommendations are new and should have
been addressed earlier in the process. Fine Tuning and
higher definition of planning is to be expected while design
issues should have been addressed and explained before other
limitations make them impossible. We appreciate the Planning
Department's concern for quality buildings in Carlsbad,
however, we would like to remind you of the stipulation in
your zoning code which states "....it is not intended that
the review of the site development plan shall include
aesiheic aspects such as:
1. Color
2. Texture
3. Materials,
4. Adornments (Ord. 9425 i% 3 (part) 1975)"
