CA 91504 (818) 843-2010 DATE EIA FORM PART I SUBMITTED: Complete SeDtember 11. 1990 PROJECT DESCRIPTION: New construction of a single-user industrial/office/warehouse building of approximately 39.000 sa. ft. on a previously nraded 2.4 acre parcel in an approved planned industrial area. ENVIRONMENTAL IMPACTS STATE CEQA GUIDELINES, Chapter 3, Article 5, section 15063 requires that the City conduct an Environmental Impact Assessment to determine if a project may have a significant effect on the environment. The Environmental Impact Assessment appears in the following pages in the form of a checklist. This checklist identifies any physical, biological and human factors that might be impacted by the proposed project and provides the City with information to use as the basis for deciding whether to prepare an Environmental Impact Report or Negative Declaration. * A Negative Declaration may be prepared if the City perceives no substantial evidence that the project or any of its aspects may cause a significant effect on the environment. On the checklist, "NO" will be checked to indicate this determination. * An EIR must be prepared if the City determines that there is substantial evidence that any aspect of the project may cause a siRnificant effect on the environment. The project may qualify for a Negative Declaration however, if adverse impacts are mitigated so that environmental effects can be deemed insimificant. These findings are shown in the checklist under the headings "YES-sig" and "YES-insig" respectively. A discussion of potential impacts and the proposed mitigation measures appears at the end of the form under DISCUSSION OF ENVIRONMENTAL EVALUATION. Particular attention should be given to discussing mitigation for impacts which would otherwise be determined significant. PHYSICAL ENVIRONMENT WILL THE PROPOSAL DIRECTLY OR INDIRECTLY: NO 1. (A short-term impact on the environment is one which occurs in a relatively brief, definitive period of time while long-term impacts will endure well into the future.) 35. Does the project have the possible environmental effects which are in- dividually limited but cumulatively considerable? ("Cumulatively con- siderable" means that the incremental effects of an individual project are considerable when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.) 36. NO X X X X -5- - DISCUSSION OF ENVIRONMENTAL, EVALUATION Physical Environment 1-4. 5-6. 7-8. 9. 10. 11. Earth - Grading involves 650 cubic yards of cut and fill to allow construction of a single-user, industrial/office/warehouse building approximately 39,000 square feet in size. The pad is already rough graded. Grading will not result in unstable earth conditions, appreciable change in topography or unique physical features, erosion or modification of any water body. - Air - Use of the building is subject to Chapters 13.16 and 17 of the Carlsbad Municipal Code and as such will not have a significant adverse effect on air quality. Water - Construction of buildings and paving will affect absorption rates and runoff patterns. Due to the required provisions for drainage, the small site size and the provision of landscaped areas, the impacts will be insignificant. Industrial users of the building are subject to Chapters 13.16 and 17 of the Carlsbad Municipal Code regulating the discharge of industrial waste and potential fire hazards. They are also subject to county regulations concerning the use, storage and disposal of hazardous waste. With these controls and due to the fact the use is in an industrial area, impacts will be insignificant. Natural Resources - The site has been disturbed by prior grading. No significant natural resources will be impacted by this project. Enerw ConsumDtion - The project will house a small business whose operations are too small to consume significant amounts of fuel or energy. Archaeolom. Paleontolom. _. Historic - No structures exist on the site. The immediate vicinity has been developed with no significant discoveries. Biolonical Environment 12-16.Plant Life/Animal Life/Anriculture - - The site is an infill lot which has been previously disturbed by grading. The proposal will not affect the acreage of any agricultural crop. 17. Land Use - The proposed single tenant office/industrial/warehouse uses are consistent with the existing General Plan, Specific Plan and zoning designations for the site. 18-19.Public Utilities - The Local Facilities Management Plan for zone 5 contemplates that all public and governmental services will be available when required. The incremental impacts on public facilities will be offset by fees prior to building permit issuance. 20-21.Noise. Linht and Glare - Incremental increase will occur since the site is currently undeveloped. However, the surrounding area is zoned for similar uses, the buildings are set back the distance required by the Zoning Ordinance and Specific Plan and are landscaped, all of which reduces incremental noise, light and glare to insignificance. -6- ,- DISCUSSION OF ENVIRONMENTAL EVALUATION (cont'd) 22. 23. 24. Risk - Industrial users of the building are subject to Chapters 13.16 and 17 of the Carlsbad Municipal Code regulating the discharge of industrial waste and potential fire hazards. They are also subject to country regulations concerning the use, storage and disposal of hazardous waste. With these controls and due to the fact that the use is in an industrial area, impacts will not be significant. PoDulation - The proposed project is located in an industrial zone and will not contribute directly to increased population. Due to its small size, the project will not have a significant indirect impact. Housing - Job opportunities created by this new industrial development may cause an increased demand for housing. The City of Carlsbad General Plan has allocated areas for residential development within the City which will provide sufficient additional housing. 25-29.Trans~ortation/Circulation - The project will result in increased traffic and parking requirements. The project will be conditioned to provide all necessary street improvements and parking prior to occupancy. 30. 31. 32. Emergency ResDonse Plans - The project is being conditioned to provide an onsite fire hydrant and appropriate water line improvements. There will be no significant adverse impact on emergency response plans as a result of this project. Aesthetics - The project is designed to be architecturally compatible with the surrounding area and will be required to provide visual screening through the use of landscaping. Recreation - The requirements of the Specific Plan for employee eating areas and mini parks as well as the Local Facilities Management Plan for zone 5 ensure that adequate recreation facilities will be available to meet demand generated by the project. -7- ANALYSIS OF WLE ALTERNATIVES TO THE PROPOSED PROJECT SUCH AS: a) Phased development of the project, b) alternate site designs, c) alternate scale of development, d) alternate uses for the site, e) development at some future time rather than now, f) alternate sites for the proposed, and g) no project alternative. Phasing of the development is not necessary as the project involves one single-user building of approximately 39,000 square feet on one lot. The proposed site conforms to the City's Zoning Ordinance and the Airport Business Center Specific Plan (SP-181). The proposed site design is adequate. The proposed scale of development is satisfactory as it meets applicable development standards, complies with the General Plan and is harmonious with adjacent development. The proposed use is consistent with Section 21.34.020 of the Zoning Ordinance and with SP-181. Development at some future time, or no project, would leave the lot vacant and graded. The area has been planned specifically for this use so development at this time is appropriate. This site is zoned and general planned for the proposed use so an alternate site would not be environmentally superior. -8- DETERMINATION (To Be Completed By The Planning Department) On the basis of this initial evaluation: X I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION will be prepared. - I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project.
