Preliminary review of your project was conducted on June 10, 1993. Listed below are the issues raised by staff. Please note that the purpose of a preliminary review is to provide you with
direction and comments on the overall concept of your project. The ureliminarv re!view does not

1. Because the proposed building is located in the PM Zone, a Planned Industrial Permit (PIP)
will need to be processed prior to application for building permit. Application materials for
the permit are located at the front counter of the planning department. Refer to Chapter
21.34 of the Zoning Ordinance regarding standards (previous item).
2. The number of required parking spaces is 155, not 154. This is because the warehouse
floor area demands 129.5 spaces, which is rounded to 130 spaces. It appears that this extra space could be added if another row of compact spaces is added. Up to 25% of the parking
spaces may be compact, and only 12% is currently being utilized.
3. The employee eating areas at the south and northwest comer of the property are excellent
locations. The small, narrow lunch areas located at the property's entrance and by the
loading bays are not desirable, however.' In addition, a total of 8,140 square feet of
employee eating area is needed, and only 6,579 square feet is provided. It appears as
though some floor area will have to be lost to provide room on the site for the needed
eating area. The best location appears to be at the southwest comer of the building.
Consequently, by loosing building square footage in this area, less parking spaces would be
required which could open up more space for a lunch area. If providing this additional
outdoor eating area is not feasible, up to 3,256 square feet of indoor eating area may be
credited to outdoor eating. The indoor eating area must be shown on the floor plan and within its own room.
4. The architecture of the portion of building facing the cul-de-sac has improved with the addition of the windows. However, to create an interesting and attractive entryway,
additional features are needed. Some examples include adding various textures and patterns
on the walls and more windows as illustrated on the attached plan. This is only one
example; other ideas are encouraged.

Visibility of the loading bays on the north elevation from Palomar Airport Road and the lots
on the north side of Palomar Airport Road is a concern. Additional landscaping and/or a
decorative wall will need to be added in order to screen the bays. In your PIP application,
provide a cross section of the property from the north side of Palomar Airport Road to the
proposed building to indicate the buildings visibility from the road (previous item).
Minimum fall for surface run-off is 1% (previous item).
The driveway to the adjoining property is still showing a slope of approximately 17% to
20%. City Standards indicate that a maximum slope of 14% should be utilized (previous
item).
Show Corte Del Abeto driveway width as 36‘ (previous item).
Regarding the landscape lunch areas, no permanent structures shall be permitted over public
easements.
Please show what the dock sump gravity drain outlet ties into (unable to tell from bluelines
submitted.)
Show Palomar Airport Road north curbline and existing 18” CMP storm drain.
Relocate parking lot site low point to northwesterly corner of the property. Create
grasslined swale for urban pollutant mitigation purposes at outdoor eating area, also at the
northwesterly comer of the property. Have all surface runoff drain through this swale to
new inlet.
