AU projects must evaluate their potential impacts on the regional transportation system, including the costs of mitigating the associated impacts, as required by the SANDAG Congestion Management Program (CMP). For projects with an average daily traffic (ADT) generation rate greater than 500 vehicles per day - or 200 or more peak-hour vehicle trips: Submit two (2) copies of a Circulation Impact Analysis for the project. The analysis must be prepared by a Registered Traffic Engineer or Registered Civil Engineer. The analysis must show project impacts to all intersections and road segments identified as impacted within the included Local Facilities Management Plan or as otherwise determined in discussions with staff. The following minimum information should be included with the study: a) 8 1/2" x 11" or 8 1/2" x 14" plats showing zone impacted roads, background and project AM and PM peak hour impacts and traffic distri%ution. b) Project traffic generation rates and traffic assignment. c) Necessary calculations and/or analysis to determine intersection and road segment levels of service. d) Any proposed mitigation requirements to maintain the public facility standards. e) On CoUector streets and above, an analysis of the need or a traffic signal will be required. Use: Research and Test Facility for CALLAWAY GOLF COMPANY Dear Sir or Madam: This application is being filed in accordance with the application requirements for Planned Industrial Permits as outlined in FRM0005 10/92 (Carlsbad City Planning Form) and pre- filing discussions with Marty Orenyak, Gary Wayne, Lloyd Hubbs, Bob Wojcik, Mike Smith, David Rick, Van Lynch, Larry Black and Kenneth Quon. We believe the following documents comply with the requirements as outlined in the above form and our pre-filing meetings. Items requested, in the application form, but not included or amended due to a verbal agreement that the items are not relevant to the application are: A single application is being submitted. Although there are two lots involved in the applications, there was agreement that neither lot consolidation nor dual applications would be required. (Ref : Gary Wayne) Item 5: Environmental Assessment Form has not been submitted. Since grading and import fill will be under three feet, the Engineering Department has agreed that a grading permit will not be required. (Ref: Robert J.
