SUBJECT: CALLAWAY GOLF TEST FACILlTY - PIP 93-02
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your Planning Industrial Permit, application no. PIP 93-02, as to
its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which musr be submitted to complete your application. This list of items must
be submitted directlv to your staff planner bv aDpointment. All list items must be
submitted simultaneously and a COPY of this list must be included with your submittals.
No processing of your application can occur until the application is determined to be
complete. The second list is issues of concern to staff. When all required materials are
submitted the City has 30 days to make a determination of completeness. If the application
is determined to be complete, processing for a decision on the application will be initiated.
In addition, please note that you have six months from the date the application was
initiallv filed, October 27, 1993, to either resubmit the application or submit the required
information. Failure to resubmit the application or to submit the materials necessary to
determine your app!ication complete shall be deemed to constitute withdrawal of the
application. If an application is withdrawn or deemed withdrawn, a new application must
be submitted.

LIST OF ITEMS NEEDED
TO COMPLETE APPLICATION:
NO. PIP 93-02 - CALLAWAY GOLF TEST FACILITY
Planning:
1. Public Facility Fee Agreement: Two (2) copies: One (1) notarized and (1)
reproduced copy, (Separate fee required - $50). The agreement must be signed by
the owner, as shown on the submitted title report, and, if different, by the
developer. Both signatures must be notarized on a general all purpose type notary
form.
Ennineering:
1. The Preliminary Title Report (PRT) indicates that the property is owned in fee title
by Bay Street Number 10 Ltd., a Delaware Corporation and yet an owners
representative did not sign the Planning Industrial Permit (PIP) application nor is
any reference made to them on the PIP map. I realize the Callaway Golf Company
is in the process of acquiring this property, however, no action can take place on
the project without the correct ownership reflected. This can be resolved by either
of the following:
0 A PIP application signed by the existing owners.
0 A notarized letter from the existing owner stating that they are in agreement
with the project or are in the process of selling the property to Callaway Golf
Company.
2. Please provide the name of the sewer and water district supplying service to the
project.
3. Please provide the following to adequately delineate on-site drainage patterns:
0 Spot 'elevations at the corners of the pads.
0 Spot elevations at the on-site drains.
0 On-site drainage flow patterns within the golfing areas and around the two
proposed structures.

ISSUES OF CONCERN

To reduce visual impacts from the open space areas south of the project and from
potential views of the project site from Palomar Airport Road provide a minimum
15 foot setback from the top of slope to the main building.
Project fencing should not be located in the open space lot. In addition, the PM
Zone requires that all fencing in setback areas shall not exceed a height of 6 feet,
therefore, the security fencing should be located along the top of the southern and
northern slopes and not exceed a height of 6 feet.
See the attached redline checkprints for additional comments. Please return all
marked checkprints with the resubmittal of the project.
The Planning Department has a public safety concern with the project in respect to
the potential for errant golf balls striking vehicles and pedestrians utilizing Palomar
Airport Road. The department will require that the project be conditioned to
restrict use of the facility and to require that the owner accept liability for personal
injury and property damage resulting from use of the test facility.
Ennineering:
Land Title
1. Upon review of the PIP application it was discovered that an incorrect Public
Facilities Fee (PFF) agreement was given to the applicant. However, as previously
discussed regarding property ownership, a PFF agreement cannot be recorded for
Callaway Golf Company until they have acquired the property and this new
ownership is reflected in the PTR. Therefore, a new PFF will be issued once title
has changed.
Field Conditions
1. The existing typical section and plan view dimensions for Dryden Place are
incorrect. The existing roadway width is 52 feet curb to curb with a right of way
of 72 feet. Please verify and adjust the typical section and plan view dimensions.
2. An existing Pacific Bell utility box is located between the existing cul-de-sac street
light standards and the existing fire hydrant. Please show this utility box. Also,
please indicate that these utilities (light standard and Pacific Bell box) will be
relocated.

3. Please shown existing vegetation (various shrubs and approximately eight trees)
around the existing cul-de-sac.
Traffic and Circulation
1. Please show 20' x 8.5' parking spaces on PIP map. Also show one 20' x 14'
handicap parking space at the southeasterly end of the parking lot (the space
adjacent to the Range Building).
2. Please show a handicap ramp and concrete sidewalk to the Range Building.
3. Please provide staff with a letter from Mr. Mike Smith of the Carlsbad Fire
Department stating that fire truck accessibility and circulation are adequate for the
proposed driveway and parking lot.
Sewer
1. The proposed sewer was indicted in the legend on the PIP map however there is no
proposed sewer shown to service the two proposed structures. Please show the
proposed sewer with proposed and existing invert elevations to indicate gravity
flow.
Drainane
1. Please verify and label the correct size for the Reinforced Concrete Pip (RCP) along
the proposed driveway. The PIP map indicated an existing 36" RCP however the
City's Master Drainage Plan shows a 24" RCP.
2. National Pollutant Discharge Elimination (NPDES) criteria will be required for the
parking lot for this project. This can consist of directing the parking lot runoff
through a vegetated swale before discharging the drainage into the storm drain
system.
Construction
1. Proposed grading for the Range Building encroaches both off-site and into existing
open space. Is this open space area an easement associated with another map? If
this is an open space easement, no grading will be permitted to encroach into it.
In any event, if grading can occur in this area, an off-site grading easement will
have to be obtained from the adjacent property owner prior to grading permit
issuance. Additionally, a letter of permission is required from the adjacent property
owner prior to approval of the PIP.

2. In regards to the existi .ng rul-de-sac improvements, as sta Iced in a letter to Sea Crest Engineering, Inc. from Mr. Robert Wojcik, dated September 7, 1993:
"The improvement plan for the cul-de-sac can be processed currently with your PIP
application for the project. Improvement Agreements and Bonds will be handled by
our regular right-of-way security agreement which requires a cash deposit for the
restoration and repair of public facilities. That cash deposit is held in an interest
bearing account by the City so that upon abandonment of this temporary cul-de-sac
the monies would be refunded with interest after all repairs are completed."
