Recent inquiries by Callaway Golf and other interested parties prompted a review of the considerations associated with night lighting of such facilities near the airport. The review was conducted with engineers specializing in lighting systems, the Federal Aviation Administration, Airports Division and Safety Section, pilots and Mr. Ted Vallas, owner of the Olympic Hotel and Resort. The primary concern with lighting near airports, including direct, indirect and reflected light, is the potential for causing reduced or impaired vision of pilots executing final approach procedures to the airport. In particular, under instrument flying conditions (IFR), where the pilot's eyes have adjusted to in-flight cockpit conditions, exposure to sudden glare and light could cause visual impairment and affect the pilot's ability to operate the aircraft safely. Mr. Vallas, who is also a pilot, removed night lighting from his driving range at the Olympic Resort several years ago because of the same concerns for pilot safety. The County of San Diego, as owner/operator of McClellan-Palomar Airport requests that the City of Carlsbad take the above concerns into consideration when reviewing such requests. 4 June 5,1995 Mr. Gibson Page 2 Thank you very much for the opportunity to comment and please do not hesitate to contact me at 43 1-4646 should you have any questions.
