Preliminary review of your project was conducted on December 7, 1995. Listed below are the issues raised by staff. Please note that the purpose of a preliminary review is to
provide you with direction and comments on the overall concept of your project. The
preliminarv review does not represent an in-depth analvsis of vour proiect.
Additional Issues of concern mav be raised after Your application Is submitted and
processed for a more specific and detailed review.
Planninq:
1. The subject open space lot #16 of Final Map 11287 (CT 8146) is under an open space easement to the City, as well as being designated for Open Space on the
City's General Plan. The open space easement note included on Final Map 11287
specifies that there exists 'a perpetual easement to the City for open space over,
across and under the subject land and no building, structure or other thing
whatsoever shall be constructed, erected, placed or maintained on the subject
land, except as may be permitted by a special use permit issued pursuant to the
zoning ordinance of the City of Carlsbad'. In view of the fact that lot #16 is under
easement as a public open space to the City, in addition to being General Plan
Open Space, staff will not recommend support of either of your proposals (Le.;,
driving range and bridge or cart path across the open space or constructing a
platform tee area within the open space) to encroach into this public open space
for private purposes.
If you are however inclined to pursue either proposal, then a General Plan
Amendment, Special Use Permit and likely a Hillside Development Permit
application would be required to be processed through the Carlsbad Planning
Commission and City Council. An application for either proposal shall require the
submittal of detailed constraints analyses including biological resources,
archaeological resources and slopes. The Carlsbad Airport Association would
also need to approve this proposal.

Enaineering:
1. Submit the standard engineering review items, such as grading and drainage
information, easement information, site access information, surface pollutant
mitigation information, etc.
