Listed below are the issues raised by staff. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. The D- review does not represent an indeuth anahlsis of vow moiect Additional issues of concern mav be raised after vow application is submitted and ~rocessed for a more dc and detailed review. .. A Planned Industrial Pennit (PIP) must be processed for this project. The project must comply with all McClellan-Palomar Airport Comprehensive Land Use Plan requirements including noise, building height, and lighting. It may be advisable to contact SANDAG as the Airport Land Use Commission (ALUC) to determine if special design criteria apply to this project. Based on the proposed design, approximately 6,489.6 square feet of eating area is required for the project. At minimum 60 percent of this area must be outside. The eating area cannot be located within any of the required setback areas. The eating area must comply with the Planned Industrial Zone requirements pursuant to Section 21.34.070(3). The parking areas must be landscaped pursuant to the requirements of the Carlsbad Landscape Manual (min. 1 tree per 5 parking spaces). Parking requirements are difficult to determine as the area of use (office, manufacturing, warehousing) has not been disclosed. Please note that the parking requirements for Office are 1 :250 sf., Manufacturing 1 :400 s.f.; and, Warehousing 1 :1,000 s.f.; multi-tenant parking requirements are 1:335 s.f. please refer to Chapter 21.44 of the Carlsbad Municipal code for specific parking requirements. The plans indicate an area for future expansion. If this is to remain on the plans the project must be parked for this expansion and adequate eating area must be provided. Please label the height of the proposed retaining walls. We would suggest improving the building articulation on the west and south sides of the structure, via varying color, providing more insets and using a variety of building materials. 2075 Las Palmas Drive Carlsbad, California 92009-1 576 (61 9) 438-1 161 @ PRE 94-27 - CARLSBAD AIRPORT CENTER, LOT 36 AUGUST 22,1994 PAGE 2 9) No clear pedestrian access is provided to the rear portion of the site. Given the potential high volume of truck traffic in the rear portion of the lot, consideration should be given to providing a designated pedestrian pathway to the parking area. The trash enclosures, as proposed, may be difficult to access. The trash enclosures should be located to provide easier trash truck access to empty the dumpsters. Consider consolidating the trash receptacles into a common area which is easily accessible for truck pick-up and also consider locating the trash enclosure closer to the building. Environmental Review will be required of this project. Please submit an Environmental Impact Msessment (EIA) Form Part 1 (attached) with your PIP application. A clear distance of 5’, for backing-up of vehicles is required for those parking stalls located in the comer of the end of a parking aisle. Wider driveway entrances should be provided for safer and easier access of semi-trailer trucks and other large vehicles. The plans should include a layout or striping plan for the loading dock area to indicate the circulation pattern proposed for this area. The plans should indicate the proposed drainage pattern of the site and any drainage facilities to be installed. Proposed grading quantities should be indicated on the Plans. If this project is formally submitted for a discretionary permit, it will be subject to the National Pollutant Discharge Elimination System (NPDES) permit. This permit requires the project to provide best management practices to reduce surface pollutants to an acceptable level prior to discharge.
