The Planning Department has reviewed your Planned Industrial Permit, Application No. PIP 94-02, as to its completeness for processing. The application is complete, as submitted. Although the initial processing of your application may have already begun, the technical acceptance date is acknowledged by the date of this communication. The City may, in the course of processing the application, request that you clarify, amplify, correct or otherwise supplement the basic information required for the application. In addition, you should also be aware that various design issues may exist. These issues must be addressed before this application can be scheduled for a hearing. The Planning Department will begin processing your application as of the date of this communication. PIP 94-02 -CARLSBAD AIRPORT CENTRE - LOT 36 PLANNING: 1. Based on the proposed design, approximately 6,239 square feet of eating area is required for the project, At minimum, 60 percent of this area must be outside. Based on our review of the project less than 3,700 square feet of eating area is provided (eating areas cannot be located within any of the required setback areas). Please note proposed eating area amenities on the site plan. 2. Please indicate grading volumes including cut, fill, import and export on the plans. 3. We reviewed the color renderings prepared for this project during the preliminary review process. Please submit the colored elevation plans for this review. 4. The parking calculations for this project are not shown on the plans, only the total required of 190 parking spaces. Based on our review, the required parking for this project is 165 spaces. The requirement for office is 1250 square feet of gross office space and the parking requirement for warehouse is 1: lo00 square feet of gross floor area, plus one space per vehicle stored on the site. If vehicles are to be stored on the site, please indicate this on the plans. Note that if trucks or any kind of equipment is proposed to be stored outside, the vehicle/equipment storage must be screened by a 6 foot decorative masonry wall. 5. Additional planters are needed in the parking areas. Please provide approximately one of the larger tree planters for every ten parking spaces provided. 6. The Carlsbad Airport Centre Specific Plan (SP 181(A)) prohibits parking overhang within the rear landscape setback area on the project. Please revise plans to eliminate the parking overhang within the rear landscape setback area. ENGINEERING: 1. The plans should indicate the grading quantities proposed for this project, including the number of cubic yards of cut, fill, import, and export. 2. The parking lot should be designed to drain with a minimum of 1 % slope, as opposed to the 0.5% slope currently shown on the preliminary grading plan. 3. Overall, drainage of the site should be designed to catch the low flow in the earthen swale for pollutant mitigation purposes, as well as accommodate those periods of high runoff without eroding or eradicating the swale. For low flows, we suggest providing additional openings along the length of the curb to drain to the earthen swale. To help protect the swale during high flows, we recommend that roof drains not be connected to the below grade PVC pipe located at the rear of the building. We also recommend the top of berm of the earthen swale have a minimum width of 12" to prevent failure during periods of heavy runoff. c 4. t 1 4. 5. 6. 7. The grading plan indicates that the northwest portion of the parking lot will drain directly to the street. To comply with surface pollutant mitigation requirements, it appears that the runoff from a majority of this parking lot area could be directed to the landscape area along the western edge of the project site before entering the storm drain. The location of the water meter is shown within the driveway apron. Please check with the Carlsbad Municipal Water District to determine if relocation of this water meter will be required. Please indicate on the plan the calculation used for determining the Average Daily Traffic (ADT) of 3 18 trips. Please remove the notes on the typical street section, as red-lined on the checkprint.
