The Planning Department has reviewed your Planned Industrial Permit, application no. PIP 94-03, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The frrst list is information which must be submitted to complete your application. This list of items must be submitted directly to your staff DIanner bv amointment. All list items must be submitted simultaneously and a CODY of this list must be included with your submittals. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, September 7, 1994, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. ENGINEERING: 1. J The plans should indicate the grading quantities proposed for this project, including the number of cubic yards of cut, fill, import, and export. 2. J Please include a drawing of the typical street section of Kellogg Avenue on the plans. ISSUES OF CONCERN PLANNING: 1. The outdoor eating facility needs to be located in a more desirable location. The proposed location is to close to the truck loading bay and lacks privacy. One possible solution would be to locate it within the lawn area west and slightly north of the loading dock 2. The parking area must be located 10 feet from the rear property line with no parking overhang permitted. Eighteen foot stall depths, as proposed on your plans, allow cars to overhang the curb. If the stalls are 20 feet deep, then the parking isle can be located 10 feet from the property line. If the stalls are to remain at 18 feet deep, then the parking isle must be 12 feet from the rear property line. 3. No refuse collection bins are shown on the site plan. These bins must be designed in accordance with Engineering standards, which now include area for recycling bins. A , copy of the standard is enclosed. 4. The building architecture needs to be enhanced. This could be done through additional building articulation or creation of an area of particular visual interest. 5. Since this building is located between the 65 CNEL and 70 CNEL noise range as shown on Appendix H of the Comprehensive Land Use Plan for McClellan-Palomar Airport, mitigation measures must be incorporated into the project to reduce interior noise levels to 50 CNEL. 6. A 5 foot bump-out needs to be incorporated at the southwest corner of the property. 7. The walkway and curb-ramp leading to Kellogg Ave may or may not be allowed/required. Building Department staff is currently reviewing the new handicap requirements, and a determination regarding handicap access requirements from the public right-of-way will be made in the near future. The parking lot should be designed to drain with a minimum 1 % slope, as opposed to the 0.6% slope currently shown on the grading plan. 2. Overall, drainage of the site should be designed to catch the low flow in the vegetated swale for pollutant mitigation purposes, as well as accommodate those periods of high runoff without eroding or eradicating the swale. For low flows, we suggest providing additional openings along the length of the curb to drain to the vegetated swale. To help protect the swale during high flows, we recommend the top of berm of the vegetated swale have a minimum width of 12" to prevent failure during periods of heavy runoff. L -" . i .. -
