Listed below are the issues raised by staff. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. Development of any lot within this specific plan area (SP 181 (A)) requires approval of a Planned Industrial Permit (PIP) by the Planning Director. 2. Based upon the plans submitted, the parking requirement for the proposed use should be recalculated, as discussed in detail in the comments below. a. The dashed area on the plans (in the Northwest corner) appears to be the "future building" area listed on the legend. However? no provision has been made on the plans for parking for this area. The plans should clearly indicate the anticipated use category of the future area and how adequate parking and site circulation will be addressed for the total anticipated building area. b. The plans do not indicate whether any company vehicles wiU be associated with the proposed use. If there will be such vehicles, parking for those vehicles must be provided in addition to the required parking for the building square footages. c. Staff appreciates the additional information regarding the uses of the various building areas (provided by telephone to Elaine Blackburn). Based on that information, staff has tentatively classified the various use areas according to the appropriate parking ratios as follows: (1) Plan areas labelled "office" should be parked at the office parking ratio (2) Areas labelled "research and development" should be parked at the (3) The areas labelled "warehouse", "storage", and "freeze dqf could be (4) All other areas should be parked at the manufacturing ratio (1:400). However, staff suggests you assume a higher (Le., more restrictive) ratio for that area for planning purposes to ensure that adequate parking can be provided. 3. Staff suggests you enhance the proposed architecture. This could be done through additional building articulation, creation of an area of particular visual interest (e.g., a specially landscaped entry area), or by some other means. 4. Staff also suggests you consider another location for the outdoor eating *ea. The area currently proposed appears to be subject to noise and odors from the truck loading and trash areas. (Note: As part of the PIP approval process, you will need to include on the plans detailed information regarding the proposed eating area amenities.) 5. The layout of the parking lot should be reviewed to assure that delivery vehicles can safely circulate and maneuver from the driveway entrance to the delivery area. This factor should also be taken into account for any future building expansions on this site. 6. The proposed curb ramp to front Kellogg Avenue should not encroach into the public right-of- way. 7. A clear distance of S, for backing up of vehicles, is required for those parking stalls located in the comer of the end of a parking aisle. 8. If this project is formally submitted for a discretionary pexmit, it will be subject to comply with the National Pollutant Discharge Elimination System (NPDES) permit. This permit requires the project to provide best management practices to reduce surface pollutants to an acceptable level prior to discharge. The plans should indicate how this requirement will be met. We have included a set of red-lined checkprints to assist you in any necessary revisions to your plans.
