SUBJECT: PIP 94-03
Dear David:
SANDAG staff have reviewed the proposal to construct a new manufacturing, office,
research and development, and warehousing building located at 1959 Kellogg Avenue.
The proposed site is located within the McClellan-Palomar Airport Influence Area. The
site is inside the 65 Community Noise Equivalent Level (CNEL) noise contours.
SANDAG's Airport Land Use Commission rules and regulations authorize staff to make
a determination if the proposal is clearly consistent with the Comprehensive Land Use
Plan. The following comment has not been reviewed by the SANDAG Board of
Directors, serving as the region's Airport Land Use Commission.
The proposed building is a "conditionally compatible" land use with the McClellan-
Palomar Comprehensive Land Use Plan (CLUP) if the interior noise level is attenuated to
50 dba.
Also, a voluntary avigation easement could be recorded from the property owner to the
County of San Diego, as the airport operator, and the City of Carlsbad. The purpose of
the avigation easement is to ensure that the property owner and project's representatives
are informed that the site is impacted by aircraft activity from the airport.
Thank you for allowing SANDAG to participate in the City's review process. If you have
any questions, please call me at 595-5372.
Sincerely,
JACK KOERPER
Special Projects Director
