The Planning Department has reviewed your Planned Industrial Permit Application no. PIP 94-05, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directlv to vour staff Dlanner bv amointment. All list items must be submitted simultaneouslv and a CODY of this list must be included with Your submittals. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completenes. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, December 8, 1994, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. Piease revise the summary table to reflect the General Plan Land Use designation of Planned Industrial (PI) and the maximum Lot Coverage allowed (50%) and Lot Coverage Provided. The plan summary table identifies 12 1 parking spaces. As designed we have only identified 1 18 parking spaces. Please revise parking information as appropriate. Also please indicate on the summary table that 99 parking spaces are required (50 office, 32 manufacturing, 17 warehouse). Please indicate on the plans the location of permanent structures within 100 feet of the site. Please indicate if any wall anaor fencing is proposed on the site. The summary table delineates 1,320 square feet of indoor eating area. This indoor eating area and associated amenities must be shown on the site plan. Due to recent changes in CEQA, noticing for all environmental documents will be required. Please submit a noticing deposit of $500.00. Please note that any poriton of the deposit which is not used is refundable. 1. Indicate on the plans the grading quantities proposed for this project, including the number of cubic yards of cut, fill, import, and export If no grading is proposed, then this should be noted on the plans. 2. . Indicate on the plans the location of fire hydrants within 300 feet of the site. 3. The following are inconsistencies found between the site plan, grading plan and landscape plan: i. The driveway width is indicated as 28' on the grading plan and 30' on the site plan. ii. The grading plan shows a drainage inlet located within a widened parking island while the site plan shows a more narrow parking island in this same location with no such improvement iii. The grading plan indicates several openings in the parking islands to allow for drainage, while the site plan shows no such openings iv. The east and south building elevations indicate a depressbd area in the parking lot directly behind the building. However, the grading plans indicate this same area will drain away from the building. V. The site plan shows a trash enclosure located in the northwest comer of the lot while the grading and landscape plans show a raised curb area with landscape improvements. vi. "he landscape plan strows parking spaces in the open area behind the building, while the site pian and grading plan show no such parking spaces vii. For the proposed loading area on the east side of the building, the length from the edge ofthelastparkinglotislandtotheendofthebuildingscalesouttobe60'onthesite plan, 45' on the grading plan, and 40' on the landscape plan. ISSUES OF CONCERN Planning: 1. For information purposes, please be advised that comments on the Landscape Concept Plan will be transmitted subsequent to your application being deemed complete. 2. The samples on the material board submitted do not match the colored elevations provided with the application. In particular, the colored elevations depict a two tone grey building (light grey and dark grey paint) with portions of the structure being aggregate. The elevations also indicate a metallic gray metal finish around the windows, dark green reveals, and light green glass. The material board reflects only a light gray exterior finish with a tan reveal. Please revise the materials board to reflect the materials of the colored exhibits. Ennineering: 1. Please clarify if the intended use of the area behind the building is for vehicular parking or for use as a truck loadmg area. If this area is to be used for truck loading and is to be utilized by semi-tractor trailer vehicles, please note that adequate space must be provided for a 60' tuming radius, in accordance with the California Department of Transportation Highway Design Manual, Figure 407D. Additionally, if this area is to be used for truck loading, please modify the number of truck lqading spaces on the title sheet. 2. If the area behind the building is for truck loading, the slope into the depressed area lot will cause trucks at both ends to be parked at an angle. 3. The proposed curb parking island in the northwest area of the parking lot should be shown as rounded, rather than pointed 4. In the Ilorthwcst comer of the lot, a clear distance of 5' for backing up of vehicles should be provided for the parking stalls perpendicular to each other at the end of the parking aisle. 5. A clear distance of 5' should be provided between the trash enclosure and the end of the adjacent perpendicular parking stall to allow adequate space for servicing the refuse bins. 6. A minimum clear distance of 5' is required between the driveway and the existing SDGU vault. 7. This project is to comply with the City's requirements of the National Pollutant Discharge Ehination System (NPDES) permit This permit requires the project to provide best management practices to reduce surface pollutants to an acceptable level prior to discharge. Please indicate on the plans as to how this requirement will be met. For this project, we suggest a modified basin designed to remove pollutants be installed in the area just prior to discharge into the existing inlet.
