Bradley Avenue El Cajon, CA 92020 SUBJECT PRELIMINARY REVIEW PRE 94-46 - ASVMTEK APN: 209-081 49 Preliminary review of your project was conducted on December 1, 1994. Listed below are the issues raised by staff. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. The preliminary review does not represent an in-depth analvsis of vour proiect. Additional issues of concern mav be raised after vour application is submitted and processed for a more specific and detailed review. Plannina Comments C 1. Your proposal appears to comply with most of the development standards outlined in both the PM Zone and Specific Plan 200, the regulating document for the Carisbad Airport Business Center. Staff suggests, however, that you review these documents prior to submitting your application to minimize the number of issues that will need to be addressed during formal review of your project. 2. Although the western elevation of your project does not exhibit any facade articulation, staff does not consider this an issue because your building faces a similar elevation on the adjacent property. However, we do recommend that the building materials and design details utilized on the front elevation "wrap around" all sides of the building including the western elevation. It appears that the exterior wall treatment which includes a combination of aggregate surfaces, smooth surfaces, and reveals is compatible with surrounding development. You should be prepared to submit a sample materials board, including colors, when you make your formal PIP application. 3. Since you have not yet been able to determine the allocation of uses within your building, it is not possible to determine whether or not adequate parking has been provided. In addition, it cannot be determined whether or not a mezzanine is planned; however, if one is provided it should be included in your parking calculations. Enclosed Administrative Policy #14 addresses the parking ratios with which you must comply. 4. The proposed site design includes a parking overhang of approximately 2-2 1/2' into the required setback areas along both the east and west property lines. As 2075 Las Palmas Drive Carlsbad. Your formal application should correct this design issue. You have indicated that the large area at the north end of the building is designated for exba parking. If you decide to install this parking, you will also have to install planter islands in accordance with our Landscape Guidelines Manual. If you choose to eliminate this extra parking, of course, no landscaping of this area will be required. The parking spaces located along the northem property line front on a large open space area. To reduce negative visual impacts, your landscape plans should include hedge-like shrubbery along this line of parking. The shrubbery will soften the visual impacts of the parked cars from future open space uses to the north. It should be mentioned that the outdoor storage of equipment, including large metal containers, is not permitted in the PM Zone. Although metal containers are currently being utilized at your Palomar Oaks location, you should not plan on using these at your new site. The PM Zone requires a minimum of 300 sq. ft. of outdoor eating area for each 5,000 square feet of building area. This translates to a requirement of 2,497 square feet for your project; however, your proposed site plan provides approximately 1500 square feet. Therefore, your site plan will require a minor - redesign to provide an additional 997 square feet. The employee .eating area should include attractive outdoor furniture and be somewhat private but easily accessible. I Staff suggests that if you have extra parking, you may want to consider bringing in the line of parking at the northwest comer to facilitate a larger employee eating area. Enaineerina Commentq 1. 2. 3. 4. Truck turning radii for a 42 truck should be plotted on the site plan to assure that such a vehicle can safely circulate and maneuver within the parking lot, including backing into all loading areas. The 42 radius should be in accordance with California Department of Transportation Highway Design Manual, Figure 407E. For drainage purposes, the City recommends a minimum 1 % slope in the parking lot. Parking stalls located at the end of parking aisles perpendicular to one another are to have a clear distance of 5' for backing of vehicles. If this project is formally submitted for a discretionary permit, it will be subject to comply with the National Pollutant Discharge Elimination System (NPDES) permit. PRE 94-46 - APNt 209-081-09 DECEMBER 1, 1994 PAGE 3 This permit requires the project to provide best management practices to reduce surface pollutants to an acceptable level prior to discharge. The plans should indicate how this requirement will be met. Examples of methods used to reduce surface pollutants on other light industrial projects in the City include directing surface runoff to a landscaped swale prior to discharge into the storm drain, directing runoff into a natural lined drainage basin, or by providing a specially designed interceptor system.
