Dear Ms. Blackburn:
NCTD staff has reviewed the plans for the above mentioned projects and the following
comments. At this time there is no service to Kellogg Avenue off of Palomar Airport
Road. The closest route to this area is Route 309 which travels from Camp Pendelton to 1
to the Encinitas Transit Center via El Camino Real. I have enclosed a copy ofNCTD's
Rider Guide that contains information on Route 309 for your fiture reference. If you have
