SUBJECT: PIP 95-0s - DAILY INDUSTRIAL BUILDING
Thank you for applying for Land Use Permits in the City of Carlstwd. The planning Department has
reviewed your Planned Industrial Permit, application no. PIP 95-05, as to its completeness for processing.
The application is incomplete, as submitted. Attached am two lists. The first list is information which
must be submitted to complete your application. This list of items must be submitted directlv to vow
staff Dlanner bv amointment. All lit items must be submitted simultaneouslv and a CODY of thip
list must be included with vow submittab No pdg of your application can occur until the
application is determined to be complete. The second list is issues of concern to staff. When all nquired
materials are submitted the City has 30 days to make a determination of completmes If the application
is determined to be complete, processing for a decision on the application will be initiated. In addition,
please note that you have six months from the date the application was initially filed, February 15,1995,
to either resubmit the application or submit the required information. Foilun to resubmit the application
or to submit the materials necessary to determine your application complete shall be deemed to constitute
withdrawal of the application If an application is withdrawn ac deemed withdrawn, a new application
must be submitted.

The required 'Project Description" sheet provides insufficient information regarding the proposed use. It indicates a "32,000 square foot industrial building for manufacturing, distribution, and
corporate offices". You must provide specific information regarding the naturc of the prom
usc. Please indicate what type of manufacturing activity(ies) arc involved? Please be specific.
Also, what is involved in the distribution? What type of product is disaibuted? What sizc trucks
will be requhd? How many auckJtripg per day an expected for the &livering of materials or
the shipping of products? The subject lot is within 'Area 1" (for office industrial uses) of Specific
Plan (SP) 18 1(A). Without more detailed information, staff cannot determine whether the
intended usc is allowed on the subject site.
Please provide clarification regarding the total floor area calculation and the specific use areas for
the various activities. Ah, the floor plans (Sheets A2 and A3) both include arcas designated for
future office uses It is unclear whether these future office floor areas have been included in the
building square footage calculatim All anticipated use amas in the building must be included
in the building calculations in order to provide a&quate parking, employee eating areas, etc. In
addition, the floor plan sheets (A2 and A3) should include the 4uarc footages of the various
intended use areas.
Clarification and/or correction ofthe qdrcd puking calculations is needed. 'Ihe manufacturing
floor area is shown as 9,500 quae feet, with a parking nquinmcnt of 19 spaces The required
parking for manufacturing (1 space per each 400 square feet of ust plus spaces for any vehicles
associated with the use) would be a minimum of 24 spaces (ii there an no vehicles associated
with the use). Tht wa- floor am is shown as 14,000 square feet, with a parking
requirement of 18 spaces The requind parking for wamhotm (1 space per 1000 square feet of
usc plus spaces for any vehicles associated with the use) would be a minimum of 14 spaces (if

appropriate. If there arc any vehicles associated with the me, please 90 indicate on the plans 'Ihe

6. Outdoor eating area amenities (benches, tables, etc.) must be shown on the Landscape plan.
8. Please include the project application number (PIP 9545) in the upper right-hand comer of each
shect on future submittals
9. Please iriclude the project address on future submittals (Sheet Al). You may contact Doris
Cosnan in the Building Departmnt to obtain an address for the site. This must be done in
persm, as addresses cannot be approved by telephone.
10. Tht Public Facilities Fee (PFF) Apcr~~fi is missing some information. Please contact the
planner regarding this item. It may be po&ble to provi& the necessary information by phone
for the planner to fill in
Ennineerinn:
1. Show a typical stntt cro8p section for Kellogg Avenue.
2. Show existing and propod street lights and utilities (sewer, water, major gas and fuel lines,
major electric and telephone facilities) within and adjacent to the project
3. Show location of fin hydrants within 300 feet of the project site.
4. Submit a grading plan showing existing and propad topographic contours, earthwork volumes,
spot elevations at the comm of the building pad, method of draining the lot, and other
information typicauy shown on a grading plan,
ISSUES OF CONCERN
planning:
1. Any proposad 1~9c ma comply with the applicabk perfonname standards identified in SP 18 1(A). These standards relate to noise, vibration, air poUution, odor, and other potential
nuisanccsandhazards.
2. The subject lat is within the 65-70 dBa CNEL noise amtour. 'lhrcfore, per the Mchllan-
Palomar Airport Comprchersive Land Use Plan (CLIP), interior noise kvels must be mitigated
toamPximumd50dBaCNEL.

3. Staff notes that no walls or fences are shown on the plarrs submitted. If any walls or fences arc
intended, they should be included on any plarrs when nsubmittcd
4. Per SP 18 1(A), a minimum of 15% of each building site must be ftstrved for irrigated
landscaping. Please indicate the intended percent of irrigated landscape on the Landscape Plan.
Also, please indicate the number of trees (a minimum of 1 tree per five parking stalls) to be
provided in the parking area. (See Incompleteness Item 7 above.)
5. No ptopoecd signage is shown on the plans Any proposed signage will be required to comply
with the sign regulations contained in SP 18 1(A). A Sign Program approved by the Planning
Director will be required
Engineering:
1. This project is to comply with the City's requiremen& of the National Pollutant Didurge
Elimination System (NPDES) permit. This permit requires the project to pmvi& best
management practices to raduce surface pollutank to an acceptable level prior to discharge.
Please indicate on the plans as to how this nquinmnt will be met, including any runoff from the
bottom of the loading ramp.
