COMPLETENESS REVIEW AND INITIAL ISSUES STATEMENT
Engineering Department staff have completed a review of the above referenced project for
application completeness and have determined that the application and plans submitted for the
project are incomplete and unsuitable for continued review due to the following incomplete
items:

The current Preliminary Title Report (PR) indicates that the current owner of the
property is the Sumitomo Bank of California. The PR does not indicate that
Four-Sher Development has any interest in this property. Therefore, the
application must be signed by a representative from Sumitomo Bank.
Please add Planned Industrial Permit (PIP) 95-06 to the cover sheet of the Site
Development Plan (SDP).
Please label all facilities as existing or proposed (e.g., add the existing curb,
gutter and sidewalks to the site plan and preliminary Grading Plan, add "existing
public street" to the street typical sections on the site plan.)
Add the Owens Street typical section to the site plan.
As was indicated at our April 26, 1995 meeting with the I applicant, all
easements must be identified on the site plan in accordance with Schedule "B"
of the PR. The future disposition of the easements must also be indicated on
the site plan.
Additionally, staff has conducted a review of the project for Engineering issues of concern.
Engineering issues which need to be resolvedladdressed prior to staff making a determination
on this proposed project are as follows:

1. As previously indicated, the proposed loading bay located at the northeast
corner of the building must be able to function utilizing semi-trailer turning radii.
A California Department of Transportation (Caltrans) 407C turning template
with a 50 ft. turning radius will be required as a minimum; a Caltrans 407D with
a 60 ft. turning radius is, however, preferred. Using a standard Caltrans 65 ft.
semi-trailer length, neither the 407C nor 407D turning templates function at this
proposed loading bay. Therefore, this desiqn must be revised or this loading
bav must be deleted. One option for making this loading bay functional is to
increase the width and depth approximately 5 ft. and 25 ft., respectively, and,
deleting approximately two parking spaces along the rear wall of the building,
directly adjacent to the loading bay.
Field Conditions
1. Please indicate the location of any monument signs on the site plan. Please be
advised that adequate sight distance must be obtained at the public street
intersections and facility private driveways. (If no monument signs are
proposed, please indicate this to staff.)

2. Add the redesigned location of the northwesterly lunch area to all applicable
plans.
Drainarre
1. As was indicated at our April 26, 1995 meeting with the applicant, a design for
the proposed drainage inlet grease traps must be shown. At the meeting the
applicant indicated that they do have a design for this system. Please show a
typical grease trap design section on the preliminary (and ultimately the final)
grading plans.
Attached for the applicants use in making the requested revisions are red lined check prints
of the proposed project. These check prints must be returned with the revised plans to
facilitate continued staff review. If you or the applicant have any questions, please either see
