SUBJECT: CARLSBAD CORPORATE CENTRE - PIP 95-06
Thank you for applying for Land Use Permits in the City of Carlsbad The planning Department has
reviewed your Planned Industrial Permit, application no. PIP 95-06, as to its completeness for processing.
The application is incomplete, as submitted Attached are two lists. The first list is information which
must be submitted to complete your application. This list of items must be submitted directly to Your
staff Dlanner by aewintment. All list items must be submitted simultaneously and a CODY of thb
list must be included with Your submittals No procesing of your application can occur until the
application is determined to be complete. The secund list is issues of concern to staff. When all required
materials are submitted the City has 30 days to make a determination of complete- If the application
is determined to be complete, processing for a decision on the application will be initiated. In addition,
please note that you have ax months from the date the application was initially filed, May 9, 1995, to
either resubmit the application or submit the required information. Failure to resubmit the application or
to submit the materials necessary to determine your application complete shall be deemed to constitute
withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application
must be submitted

Attached for the applicant's use in making the raquested revisions are red-lined check prints of the

TO COMPLETE APPLICATION:

Planning:
1. Please add application type and number, PIP 95-06, to Site Plan.
2. Please indicate on Site Plan/Landscape Plan/Floor Plans the proposed improvements and amenities
to be located in the interior/exterior employee eating areas (i.e., benches, tables, trash cans etc.).
3. Please include an exhibit on the Site Plan which cleady shows the specific dimensions (length and
width) and design(s) of the standard and compact parking stalls Be sure to include wheel stops
and/or cur&ing if proposed.
4. Please include a scale on the building elevation exhibit.
6. Please identify on Site Plan/Building Elevation exhibits the proposed location of signs and exterior
lights
7. In that this project is proposing to develop slop greater than 15% in grade with an elevation
differential greater than 15 feet (see Planning Isuc #l), a Hillside Development Permit application
shall be required to be submitted

The current Preliminary Title Report (PR) indicates that the current owner of the property is the
Sumitomo Bank of California. 'Ihe PR das not indicate that Four-Sher Development has any
interest in this property. Therefore, the application must be signed by a representative from sumitom0 Bank.
Please add Planned Industrial Permit (PIP) 9546 to the cover &et of the Site Development Ran
(SDP).
Please label all facilities as existing or proposed (e.g., add the existing curb, gutter and sidewalks
to the site plan and pr~limi~ry Grading Plan, add "existing public sheet" to the street typical
sections m the site plan.)
Add the Owens Street typical section to the site plan.
As was indicated at our April 26, 1995 meeting with the applicant, all easements must be
identified on the site plan in accordance with Schedule 'B" of the PR 'zhe future disposition of
the easements must also be indicated on the site plan.

ISSUES OF CONCERN
Planning:
1. Section 2 1.53.230 of the Carlsbad Municipal Code specifies that slopes with an inclination of 40%
or more are undevelopable. This development prohibition applies to manufactured slopes (cut or
fill slopes) as well as natural slopes of 40% or greater gradient Recently (February 1,1995), the
Carlsbad Planning Commission made the determination that development of manufactured slopes
of 40% or greater gradient could be permitted provided that the extent of slope encroachment be
limited to a maximum of 6 vertical feet as measured from the pad elevation at the toe of the
subject slope. nEc Planning Department is currently drafting a policy to reflect this Planning
Commission determination. The proposal of this project to encroach more than 6 vertical feet into
the existing manufactured slopes located along the north, east and west sides of the property
clearly does not comply with this Planning Commission determination and future policy. In order
to em compliance, all project retaining walls shall be required to be reduced to a maximum
height of 6 feet
The revised ate plan addressing this issue (lowering of retaining walls), which was submitkd to
the City on May 22, 1995, is not an acceptable solution. As discussed in our preliminary review
hue letter for this project (PRE 95-08), dated April 19, 1995, proposed outdoor lunch areas
should be located to provide a snsc of privacy and high amenity and buffered from parking. The
proposed 600 squarc foot lunch area, located in the northeast comer of the parking lot in
proximity to the loading docks and the 720 square foot lunch area, located in the northwest comer
of the parking lot do not satisfy the above-noted outdoor lunch area locational criteria. Pleas
revise the site plan to consolidate these two small outdoor lunch areas and locate to achieve
required locational objectives
2. Please revise the PROJECT DATA sections of the project cover sheet and Site Plan as follows:

3. Please increase the width of the interior landscape planter islands to a minimum d 6 feet
4. Compact parking spaces are required to have a minimum dimension of 8' x 15' with no overhang
permitted Please revise the compact parking spaces on the site plan to comply with these
dimension requirements
5. Please revise ate plan to delete landscape planting area encroachment into parking spaces which
are located along the north and east sides of the parking lot. \I/

6. Please identify the specific location of the site to be used for the disposal of the 35,000 cubic
yards of export material from the project site. Ah, please identify the proposed haul route.
7. In order to enhance the appearance of the project along Camin0 Vi& Roble, staff strongly
recommends that project driveways be texture paved.
Engineering:
Traffic and. Tramrtation
1. As previously indicated, the proposed loading bay located at the northeast comer of the building
must be able to function utilizing semi-trailer turning radii. A California Department of
Transportation (Caltrans) 407C turning template with a 50 foot tuming radius will be required as
a minimum; a Caltrans 407D with a 60 foot turning radius is, however, preferred Using a
standard Caltrans 65 foot semi-trailer length, neither the 407C not 407D turning templates
function at this proposed loading bay. Therefore. this desim must be revised or this loading bay
must be deleM. One option for making this loading bay functional is to incnase the width and
depth approximately 5 feet and 25 feet nspectively, and, deleting approximately two parking
spaces along the rear wall of the building, directly adjacent to the loading bay.
Field Conditions
1. Please indicate the location of any monument signs on the ate plan. Please be advised that
adequate sight distance must be obtained at the public stnet intersections and facility private
driveways (If no monument signs are proposed, please indicate this to staff.)
1. Please provide staff with a copy of PR Schedule 2" item No. 8 (Certificate of Compliance.)
2. Add the redesigned location of the northwesteriy lunch area to all applicable plans.
1. As was indicated at our April 26, 1995 meeting with the applicant, a design for the pro&
drainage inlet grease traps must be shown At the meeting the applicant indicated that they do
have a design for this system. Please show a typical grease trap design section m the preliminary
(and ultimately the final) grading plans
