Shirey PIP 95-06(A): PSB LENDING CORPORATION COMPLETENESS REVIEW AND INITIAL ISSUES STATEMENT Engineering Department staff have completed a review of the above-referenced project for application completeness and have determined that the application and plans submitted for the project are incomplete and unsuitable for continued review, due to the following incomplete items: 1. 2. 3. 4. 5. 6. A recent Preliminary Title Report (PR) (issued within 6 months of formal application submittal) is required for the proposed project. Please verify that all bearings and distances of the property boundary match the legal description in the PR. All easements and encumbrances as identified in Schedule “B” of the PR must be indicated on the site plan. The future disposition of all easements and encumbrances must also be identified. Please delineate the existing pad contour lines so that they are legible. Please indicate the amount of grading proposed for the project in cubic yards of cut/fill and importlexport. The proposed drainage design for the project must be reanalyzed, in accordance with the following: Why is almost the entire site drainage being directed to one inlet; what does this proposed design do to the existing hydraulic grade line (HGL) for the 18” and 36” storm drains at Owens Avenue, for a 10, 50 and 100 year storm (Plus, there is a discrepancy in the size which is being shown for this reach of storm drain between this project and city improvement drawing 241-6. Verify for analysis and revise); why is a combination of ribbon gutter and curb and gutter being used; what is the proposed cross-fall gradient for this design; has sump overflow mitigation been addressed at the inlet? /? - PIP 95-06(A): PSB LENDII~ CORP. In accordance with Item No. 6 above, investigate dividing the proposed surface runoff to different halves of the site. Staff has serious concern regarding the increased runoff being directed to the existing public storm drain system as a result of this design. 8. In accordance with Item No.'s 6 & 7 above, investigate diverting surface runoff through vegetated swales as a pollutant mitigation measure. (See Engineering Issue Item No. 6 below, regarding meeting National Pollutant Discharge Elimination System criteria.) Additionally, staff has conducted a review of the project for engineering issues of concern. Engineering issues which must be resolved or adequately addressed prior to staff making a determination on the proposed project are as follows: Traffic and Transportation: 1. Please delete the flared concrete section which is being shown at the proposed driveway at Owens Avenue. 2. Please widen the proposed driveway at Owens Avenue to a 30' minimum width. 3. Please provide 5' offsets at adjacent proposed parking stalls which are located at an angle of 90" to each other. 4. Please show profiles and vertical curves for the proposed on-site and Owens Avenue driveways. 5. Please indicate pedestrian access to the existing parking lot from the proposed parking lot. Pedestrian access should be provided at the proposed on-site driveway and towards the northerly end of the parking lot. 6. Indicate how National Pollutant Discharge Elimination System (NPDES) criteria will be met. This could include, but not be limited to, doing one or a combination of the following: directing surface run-off through vegetated swales prior to discharge to a storm drain or the public right of way, constructing a gravel/sand/fossil filter type system, constructing de-pollutant basins, etc. 7. Please create one PIP plan set for the project. Label and number all sheets. 8. Please be sure that any revisions which are made on one plan sheet, are reflected on all applicable plan sheets. ,/-, - L * PIP 95-06(A): PSB LENDhwG CORP. Enclosed for the applicant’s review for making the requested revisions is a red-lined check print of the project.
