Preliminary review of your project was conducted on December 22, 1994. Listed below are the issues
raised by staff. Please note that the purpose of a preliminary review is to provide you with direction and
comments on the overall concept of your project. The Dreliminan review does not remesent an in-
deDth analvsis of Your Droiect. Additional issues of concern mav he raised after Your amlication
is submitted and Drocessed for a more swcific and detailed review.
The Carlsbad Airport Business Center Specific Plan 200 (page 7) requires a Site Development Plan for
the development of lot 23 since the lot is located at the primary entrance to the business park The project
would be reviewed for enhancement of the elevations facing El Fuerte and Loker Avenue East and added
screening of the loading areas. Roof equipment will need to be integrated within the building or well
screened since the roof of the site is visible from Palomar Airport Road.
The proposal is in conformance with the Palomar Airport Comprehensive Landuse Plan and will be
reviewed by San Diego Association of Governments (Sandag) after submittal of a Site Development Plan.
Truck turning radii should be plotted on the site plan to demonstrate that a truck can safely circulate and
maneuver within the parking lot, including backing into all loading areas. The City requires a minimum
turning radius of 42’, in accordance with California Department of Transportation Highway Design
Manual, Figure 407E.
The parking area in the south-west comer of the project should not mix with the truck loading area. This
appears to be a difficult parking arrangement.
A clear distance of 5’, for backing up of vehicles, is required for those parking stalls located at the end
of a parking aisle.
For the proposed trash enclosure in the southwest comer of the lot, a clear distance of 5’ should be
provided between the enclosure and the end of the adjacent parking stall to allow adequate space for
servicing the refuse bins. Also, please refer to. City standard drawing GS-16 for trash enclmues to amre
adequate space is provided.
While no drainage slopes are shown, the City recommends a minimum 1% slope in the parking lot.

If this project is formally submitted for a discretionary permit, it will be subject to comply with the
National Pollutant Discharge Elimination System (NPDES) permit. This permit requires the project to
provide best management practices to reduce surface pollutants to an acceptable level prior to discharge.
The plamshould indicate how this requirement will be met.
Examples of methods used to reduce surface pollutants on other industrial projects in the City include
directing surface runoff to a landscaped swale prior to discharge into the storm drain, directing runoff into
a natural lined drainage basin, or by providing a specially designed interceptor system.
This project will require either submittal of a lot line adjustment application to consolidate the two lots
into one lot; or submittal of the project as a non-residential planned unit development.
Provide employee eating area per the PM zone of the zoning ordinance.
The site plan should be submitted so that north is towards the top of the plan sheet.
