Preliminary review of your project was conducted on 9-7-95. Listed below are the issues
raised by staff. Please note that the purpose of a preliminary review is to provide you with
direction and comments on the overall concept of your project. The preliminam review does
not represent an in-depth analysis of vour uroiect. Additional issues of concern may be
raised after your application is submitted and processed for a more specific and detailed
review.
Overall, the proposal for development of lot 48 of the Carlsbad Airport Centre meets the
development standards of the Specific Plan. The only concern is regarding the use of
overhanging parking spaces. The use of these spaces has not been endorsed by the Planning
Director. The site design is such that there is adequate area to provide for full-size parking
spaces without changes to the site plan. There is also the option of providing up to 25%
of the required parking spaces to be compact spaces. Compact spaces must be a minimum
width of eight feet and a minimum length of fifteen feet with no overhang permitted and
should be located in separate isles and in close proximity to the building.
Engineering
1. The turning radii should be plotted on the site plan to indicate that adequate space is
provided for a 60’ turning radius, in accordance with Caltrans Highway Design Manual, Figure 407D.
2. The width of the parking lot aisle proposed for the north side of the site should be a
minimum of 32’, as it also serves as a parking area for the two loading doors. For
those parking lot aisles that serve parking stalls on one or both sides, the minimum
required aisle width is 24’.
3. Please note that this project is to be subject to the City’s requirements of the National
Pollutant Discharge Elimination System (NPDES) permit. This permit requires a
project to provide best management practices to reduce surface pollutants to an
acceptable level prior to discharge. the site plans or grading plans should indicate

how this requirement will be met. Other industrial projects have utilized methods
such as directing runoff from paved parking areas towards a landscaped swale prior
to reaching the storm drain; or installing a drainage inlet which has been modified
to remove pollutants prior to discharge into the storm drain.
