The Planning Department has reviewed your Planned Industrial Permit, application no. PIP 95-11, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directlv to vour staff planner bv appointment. All list items must be submitted simultaneouslv and a CODV of this list must be included with vour submittal. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, December 19, 1995, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. PIP 95-11 LIST OF ITEMS NEEDED TO COMPLETE APPLICATION: PLANNING AND ENGINEERING 1. Ten copies of the site plan with following additional information: a) street address; b) cross section of Loker Avenue; c) typical parking stall dimensions for standard and compact spaces; d) truck turning radii to demonstrate that a 60 foot turning radius can be accommodated (Cal Trans HWY Design Manual, Fig 407D). 2. Two copies of the landscape plan containing a water conservation plan. 3. Two copies of a clearer preliminary grading plan. ISSUES OF CONCERN PLANNING 1. The Carlsbad Airport Business Center Specific Plan requires an average set back of 35 feet. This set back must be entirely landscaped. Because the building and parking stalls encroach into the 35 foot set back, landscaping equal in area to such encroachment must be added beyond the 35 foot set back line to satisfy the requirement for an average landscaped setback. Additional landscaped areas do extend beyond the set back line, but the area of such landscaping (excluding areas with slopes) and the area of building/parking encroachment needs to be calculated to demonstrate that the project complies with the standard. 2. The location of the grade high loading bay fronting Loker Avenue must be either relocated or redesigned. Because of its high visibility from Loker Avenue, it must be entirely screened from public view. In addition, trucks stationed at the bay would block between one to three parking spaces, which is unacceptable. Possible solutions include: 0 removing the dock entirely; e relocating the dock to the south or east facing wall; or 0 adding a truck screening wall in front of the bay’s currently proposed location. Such a wall would need to extend from the bay’s existing exterior wall and run parallel with building face. At a minimum, the wall would need to be 30 feet long, 12 feet high and harmonious with the building’s facade. Such a design would also require reconfiguration of the adjacent parking. 3. The minimum side yard interior set back is ten feet. This set back must be entirely landscaped and irrigated. The proposed eight foot side yard set back along the southern boundary line is therefore inadequate. 4. The refuse bin enclosure does not comply with City standards. Please review enclosed specifications for the two different enclosure designs available. ENGINEERING 1. The easterly driveway does not meet sight distance standards. We recommend that the project include removal of existing landscaping so that the required 200 foot sight distance can be provided. This landscaping may be replaced with new landscaping limited to 30 inches in height. 2. The landscape plan does not appear to be consistent with providing the proposed grassy swale that is shown on the grading plan. 3. Please provide a detail of the filter type catch basin that is identified on the grading plan.
