Listed below are the issues raised by staff. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. Tm review does not reoresent an in-dedh analvsis of Your Droiect. Additional issues of concern may be raised after Your arJplication is submitted and Drocessed for a more sDecific and detailed review. Plannina Issues: 1. 2. 3. 4. 5. 6. Overall, the site plan and architecture generally conforms to the requirements of Specific Plan 181 (A) although there are come concerns regarding turning radii for the truck loading areas. See engineering comments below. A Planned Industrial Permit will be required for this project. An application package is attached. A Hillside Development Permit will be required for building into the slope on the Western portion of the lot. This permit can be processed concurrently with the Planned Industrial Permit. An application package is included for the permit. The employee eating area is shown to be about 900 sq. ft. with 1500 sq. ft. required. The remainder may be provided within the building. The current plan meets the parking requirements, although some may be lost due to redesign of the entry and turning requirements as stated below in the Engineering section. The legal description should reflect Parcel 1 of map 15687. Some landscaping should be provided along the eastern property line to screen the loading bay area from the adjacent site. Also consider placing some landscape islands along the eastern parking area to create smaller areas rather than one long row of parking spaces. Enaineerina Issues: 1. A queuing area with a minimum length of 20’ is required at the driveway to the project, measured from back of curb. This area should be clear of all parking stalls. 2. The minimum required width for a commercial driveway is 30’. 3. It appears that a truck cannot back into the loading dock without encroaching into parking stalls. Turning radii should be plotted on the plan to demonstrate that the site can accommodate a 60’ truck turning radius, per California Department of Transportation Highway Design Manual, Figure 407D. 4. For the loading area in the southwest corner of the site, the required radius is 42’, per California Department of Transportation Highway Design Manual, Figure 407E. 5. A clear distance of 5’, for backing up of vehicles, is required for those parking stalls located in the corner of the end of a parking aisle. 6. Future discretionary applications for this project should include additional information regarding the proposed retaining wall along the western edge of the site. As a minimum, a geotechnical report should be submitted which discusses the soils analysis, design criteria, drainage requirements, and other related items for this structure. 7. While no drainage rates are shown, please note the City recommends a minimum 1 % slope for site drainage. Please also note that this project is subject to comply with the National Pollutant Discharge Elimination System (NPDES) permit, which requires the project to provide best management practices to reduce surface pollutants to an acceptable level prior to discharge. The plans should indicate how this requirement will be met, including runoff in the truck well area in front of the loading dock. Other industrial projects have utilized methods such as directing runoff from paved parking areas towards a landscaped swale prior to reaching the storm drain; or providing a drainage basin that has been modified to remove pollutants, and having it installed to treat runoff prior to discharge into the storm drain. - /- - 07- PRE 9- - CARLSBAD AIRPORT CENTER/EDISON PUCE January 24, 1996 Paae 3 Please find enclosed a red-lined check print. of the plans.
