The Planning Department has reviewed your Planned Industrial Permit, application no. PIP 96-01 , as to its completeness for processing. All of the items requested of you earlier have not been received and therefore your application is still deemed incomplete. Listed below are the item(s) still needed in order to deem your application as complete. This list of items must be submitted directlv to vour staff planner bv appointment. All list items must be submitted simultaneouslv and a CODY of this list must be included with vour submittals. No processing of your application can occur until the application is determined to be complete. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initiallv filed, April 1 , 1996, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. As we indicated in our last letter, you must process a Hillside Development Permit (HDP) application for this project. Staff notes that you did provide a slope analysis and cross sections/profiles as required for HDP analysis. However, you apparently did not pay the fee required for processing/reviewing the HDP. City procedures are set up such that the application request cannot be given a project number until this fee is paid. (The full project number will then be identified as PIP 96-01/HDP 96-xx.) (See Planning Issue No.2 below for additional information regarding this issuehtem.) ENGINEERING: 1. A typical street cross section for Edison Place, similar to those shown on street improvement plans, must be added to the plans. 2. A geotechnical report that discusses the soils analysis, design criteria, drainage requirements, and other items related to the retaining wall proposed along the west side of the building must be provided. ISSUES OF CONCERN PLANNING: 1. The parking calculation on the site plan sheet contains an error. The number of standard spaces provided appears to be 38 rather than the 28 called out. Correction of this number results in a total number of spaces of 54 as indicated. 2. Planning Department policy can allow encroachment into the existing 2:l slope up to a maximum of 12' with a maximum 6' high wall without requiring an HDP. However, the proposed design includes encroachment up to approximately 16'. This would result in a wall of approximately 8' in height. Consequently, as discussed in Planning Completeness Item 1 above, the proposed design requires an HDP. Alternatively, you could revise the project design to reduce the amount of slope encroachment to a maximum of 12' and provide a maximum wall height of 6'. This would eliminate the need for an HDP. In either case (i.e., current design or revised design) you must indicate top and bottom of wall elevations for the wall sections. At a minimum, these elevations must be provided at each end of the wall, at some intermediate locations, and at the "worst case" location.
