W:\9353020BUWOl-A-R.- ii f Woodward-Clyde ENVIRONMENTAL SITE ASSESSMENT CARLSBAD AIRPORT CENTRE PHASE II EXPANSION PROPERTY CARLSBAD, cmm 1.0 INTRODUCTION .- .c. 1.1 Project Background Woodward-Clyde Consultants FCC) was retained by Sumitomo Bank of California (Sumitomo Bank) to conduct a Phase I environmental site assessment (ESA) of the Carlsbad Airport Centre (CAC) Phase II Expansion property located in Carlsbad, California (Figure 1). This ESA was performed in accordance with our Agreement No. 9353020P, dated March 4,1993. We understand that Sumitomo Bank is interested in selling the subject Property. WCC performed a limited records review and a subsurface investigation for the subject site and adjoining properties in 1991. The purpose of the work performed was to assess the potential presence of subsurface contaminants on the parcels adjoining the airport property. The results of the investigation, summarized in our report titled "Site Assessment and " Subsurface Investigation Report, Carlsbad Ahport Centre," dated September 26, 1991, indicated that the parcels most likely to be contaminated by the former landfill activities were Lot Nos. 29,30 and 31. According to Mr. Richard Hirota of Sumitorno Bank, the County of San Diego (County) purchased these lots approximately five months ago. 1.2 Project Objective The objective of the Phase I ESA was to investigate the potential for the presence of hazardous substance contamination on the site as a result of past and present uses of propeIties located within the study area. The extent of research to identify potential sources of contamination is limited by the scope of services. In general, the level of confidence of ESA conclusions increases with the completion of additional tasks. The Phase I ESA consisted of the following three tasks: 0 Site Reconnaissance - A site reconnaissance was conducted by two WCC staff members experienced in hazardous materials surveys. They observed surface conditions, access limitations, and current activities on the site and adjoining properties. An inventory of potential contaminant sources on and adjoining to the site was completed on the basis of visual observations. 0 Records Review - The purpose of the mrds review was to obtain infoxmation on the site and adjoining properties to assess whether current and past property usage may have created a potential for contamination. We used interviews, business directories and historical photographs to characterize past activities on and around the property. Aerial photography sources included the County Cartographic Services Department, Aerial Fotobank, and WCC's in-house photograph collection. Private data sources included WCC's geologic, hydrogeologic, and hazardous waste project experience. W:\935302OB\Rwl-A-R.- -2- .- Woodward-Clyde .c 0 Evaluation, Analysis and Report - A site assessment report addresses our findings, and presents our conclusions and recommendations. The study area for this ESA includes the subject site and adjoining properties (Figure 2). It also includes a records search to identify unauthorized releases from underground tanks that have occud within 95 mile of the site, as well as state and fedeml Superfund sites and - landfills located within one mile of the site. ., . . . 3.0 SITE DESCRIlPIlON 3.1 Location and Topography The subject property is located approximately three miles east of Interstate Highway 5, north and west of Palomar Airport Road in Carlsbad, California (Figure 1). It. occupies approximately 54 acres and is generally bound by Palomar Airport on the north, Palomar Airport Road on the east, Camino Vida Roble on the south, and Palomar Oaks Way to the west. Elevation onsite miges from approximately 320 feet mean sa level (MSL) datum along the northern property boundary to approximately 140 feet MSL near the southeasterly site boundary in the College Boulevard area. Current site elevations generally decrease from north to south, and from east to west along Palomar Airport Road. The natural, pre-existing topography consisted of low hills separated by north-south trending dxainages tributary to the generally east-west trending Canyon de las Encinas located south of Palomar Airport Road. 3.2 Site Improvements Phase I and 11 Expansion properties of the proposed CAC (as referred to by the previous developer) have been graded for development. An infrastructure of roads, stom drains and utilities is in place throughout the site. W:\935302OBWl-A-R.- . ~- -3- " _. " " 3.3 Environmental Setthg c Based on previous WCC environmental investigations at the subject site, the site is underlain by the Eocene-Age Santiago Formation, which consists of interbedded siltstone, sandstone, and claystone. . According to the "Staff Report on the 1990 Update of the Beneficial Uses and Water Quality Objectives of the Comprehensive Water Quality Control Plan for the San Diego Basin," prepared by the Regional Water Quality Control Board, San Diego Region (RWQCB, 1991) and revised San Diego Hydrologic Basin Planning Area Map (1986), the subject property lies within the Carlsbad Hydrologic Unit, Encinas Hydrologic Area. Groundwater in the Encinas Hydrologic Area is designated as having no existing beneficial uses. Groundwater elevations in monitoring weus installed in 1991 by WCC on Lots 12, 28, 29, 30, 32 and 36 ranged from 152.72 to 244.82 feet (MSL) datum when measured in December 1991. These data indicate that the direction of groundwater flow is generally to the southwest. Drainage of the surface water in the vicinity of the site generally flows to the south from Palomar Airport to Canyon de las Encinas. Onsite drainage appears to flow southward across the subject property toward the unlined drainage channel and desiltation basin along, the southeastern boundary of an adjacent property (Lot 26). 4.0 HISTORY OF SITE USES I&ntification of historical uses of the subject property and adjoining properties are based on interviews and review of historical aerial photopphs, business directories, and Sanborn Fire Insurance (SFI) maps. Business directories and historical maps were reviewed at the San Diego County Public Library; fm insurance maps were reviewed in-house. The review of the business directories covers the years 1980, 1985, and the period from 1991 to 1993, annually. SFI maps for the years 1925 and 1929 were reviewed in-house, but did not cover the subject site and vicinity. Aerial photographs of the study area taken during the years 1928, 1953, 1964 and the period from 1970 through 1993, annually, were reviewed. A summary of the history of the site and adjoining properties is presented in W\9353020B\RPOl-A-R.- -4- Table 1. An aerial photograph taken in 1966 (Figure 3) generally indicates the past property usage. 5.0 SITE RECONNAISSANCE Messrs. Robert Scott and Dan Eldredge of WCC conducted a site mnnaissance on .- . March 16, 1993 to identify cumnt site uses and potential sources of hazardous substan& onsite and on adjoining properties. Our site reconnaissance was conducted on foot beginning at Lot 36, which provides a vantage point to view most of the subject site and adjoining properties. A drive-by , reconnaissance was conducted, and usage of adjacent properties along Camino Vi& Roble, Palomar Oaks Way and Palomar Airport Road was noted. Following an inspection on foot of Lots 29,30 and 31, adjacent to the site, WCC representatives conducted a reconnaissance of Palomar Airport on foot (refer to Figure 2). Site conditions have generally remained unchanged since WCC’s subsurface investigation in 1991. The site is developed with graded lots which are typically landscaped and irrigated along the lot perimeters (Photograph 1). No indications of soil staining or hazardous substance usage or storage were obsetved onsite. . _. During our reconpaissar~ce of the adjoining properties to the south and west, and of the Palomar Airport on foot, we observed the following: 0 Ofthe adjacent properties south and west of the site, Lots 2 through 6 and 19 have been developed; Lots 2, 3, 4, 6, and 19 include office buildings. A SDG&E elecbical substation is located on Lot 5. 0 A light-industrial facility (Tooltmnics) occupies Lot 37, located adjacent to the northern portion of the site. Drums of solder flux were observed on wooden pallets at the Tooltronics faciity, however, there were no indications of staining on the asphalt or leakage from the drums. 0 A groundwater remediation system has been insta3led on Lot 29, located east of the site, which was purchased by the County (Photograph 2). -5- , e Six monitoring wells installed after WCC’s investigation at the subject site in 1991, were identified at Palomar Airport and adjacent Lots 29 and 30 purchased by the County (approximate locations shown on Figure 2). e Subsidence of the ground surface in the vicinity of former Landfd Cell Nos. 1 and 2 appears to have increased since 1991. .- e Many 55-gallon drums were present adjacent to Cinema Air Jet (2056) and Building 2016 at Palomar Airport. The contents of the drums are unknown; no gross indications of improper handling of hazardous substances were observed. e Airplane salvage activities were being conducted north of Lot 36 at Palomar Airport; however, no indications of staining or improper handling of hazardous substances were observed. e One or more underground fuel tanks were being removed adjacent to the airport terminal (Building 2198). Hydrocarbon odors were observed in soil removed from the excavation; however, no hydrocarbon staining of soil was.. apparent. e Another excavation was obsewed between Buildings 2208 and 2210. The purpose of the excavation was unknown. No tanks were present at the time of our mnnaissance. A slight hycbcarbon odor was emanating from the excavated soil. 6.0 RECORDS REVIEW During the records review portion of this ESA, we reviewed mrds mainthed by the following agencies (either by direct contact, via telephone or by written requests for information): -e San Diego County Tax Assessor -6- c .-. h c City of Carlsbad Fire Department Sa0 Diego County Department of Health Services - Hazardous Materials Management Division (HMMD) California California California Environmental Protection Agency (Cal-EPA) Integrated Waste Management Board Regional Water Quality Control Board, San Diego Region (RWQCB) United States Environmental Protection Agency @PA) The purpose of our records review was to assess the potential presence of hazardous substance contamination on the site and adjoining properties (Figure 2). The rationale for contacting these agencies, descriptions of the records available for review, and acronyms are discussed in Appendix A. Many of the state and feded database listings were searched by Vista Environmental Information, Inc. (Vista), an independent information service. Each list searched by Vista is referenced in Appendix B. Information gathe& from the Aerial Fotobank and historical business directores are presented in Table 1. A summary of the mods review is summarized in Tables 2,3 and 4. . The tables indicate several addresses at palomar Airport. It should be noted that various tenants have occupied properties at PaIomar Airport, and facilities indicated on the' tables may be duplicated due to changes in facility names from listing to listing. 7.0 DISCUSSION AND CONCLUSIONS The discussion and conclusions presented below are based on the site reconnaissance and limited records review conducted for this study: e The site and the properties to the south and west have a long history of agricultural usage, possibly including the use of pesticides; these compounds tend to accumulate in the top six inches of soil. However, because the properties have undergone extensive grading and/or modification, any residual pesticides that may have been present when agricultural operations ceased, have most likely been removed during earthwork operations at the site. Monitoring wells previously installed by WCC on Lot 28 of the subject site .- are located hydraulicaily downgradient of former Landfill Cell No. 1. In 1991 low levels of semi-volatile organic compounds were present in the groundwater. The current groundwater quality cannot be ascertained without additional sampling and analysis of groundwater form the two wells located on Lot 28. .. . . 0 No additional potential onsite sources of hazardous substance contamination were observed during our reconnaissance or records review. 0 Potential offsite sources of hazardous substance contamination appear to be limited to those activities conducted on the Palomar Airport site including the . domestic landfill operated from approximately 1962 to 1977 and a variety of . businesses pertaining to the airport operations. Specific issues pertaining to the land use of the Palomar Airport are summarized below: 0 . Ofthe 14 UMU~~OI~X~ releases located at 8 facilities within the %-mile study area, all are on the Palomar airport property, located northeast of the site. Eight of the cases have been closed; of the remaining six open cases, one pertains to groundwater contamination (Western Flight International), two are undocumented media, and the remainder involve soil contamination. Review of agency files would be necessary to evaluate the likelihood of con taminant migration to the site. Based on our previous subsurface investigation, Lots 29, 30 and 31 (adjacent - to the site) were identified as those lots most likely to have been contaminated by previous landfill operations at the Palomar Airport. According to Mr. W:\9353(nOBWl-A-R.- -8- Woodward-Clyde Richard Hhta of Sumitomo Bank, those lots were purchased by the County of San Diego in late 1992. During our reconnaissance we observed that additional groundwater monitoring wells had been installed on Lot 29 and in the-vicinity of Landfill Cell No. 3. Although it is likely that the ~~~thorized release pertaining to groundwater contamination poses the greatest threat to site conditions, review of agency fdes would be necessary to obtain .- information about the groundwater quality in the wells. .. . . During our previous field investigation conducted in 1991, landfill gas migration was evaluated on Lots 29 and 30, those lots most likely to be impacted by the previour landfill activities practiced at the wrt. The results of the investigation indicated that volatile organic compound (VOC) mncentntions were relatively low; however, the methane gas concentration along the northern boundary of Lot 29 exceeded the five percent standard for offsite methane migration enfonxd by California Integrated Waste Management Board (CIWMB)(refer to WCC report "Site Assessment and Subsurface Investigation Report," dated September 26, 1991). It is our opinion that the likelihood of migration to the subject site is low, and limited to Lots 28 and 32 due to their proximity to the landfill. A soil gas survey.., would be necessary to evaluate the presence of landfill gases onsite. A groundwater pump-and-treat system has been installed on the airport and Lot 29 to mitigate groundwater contamination downgradient of former Laadfill Cell No. 1. At-the time of our mnnaissance the system was not operating. Agency files would have to be reviewed to obtain infoxmation regarding pexmit conditions and monitoring results. During our mmmaissance WCC representatives observed the removal of underground fuel storage tanks in the vicinity of the airport tenninal building; hydrocarbon odors were noticed. An excavation was also observed between Buildings 2208 and 2210 at Palomar Airport. The purpose of the excavation was unknown; additional information pertaining to the conditions of the -9- c . properties would be necessary to evaluate the likelihood of these incidents impacting the conditions of the subject site. The site history, site reconnaissance, records review, and interview data collected and evaluated for this study give no evidence of hazardous substance release to the soil or groundwater on the site as the result of current or past uses of the subject site. However, .- it is possible that groundwater on the site may be contaminated by hydroarbons, as defined by federal, state, or local laws and regulations, due to ~~~thorized releases upgradient of the site. 8.0 LIMITATXONS We have performed our services for this project ia accordance with our Agreement, and with current practices for environmental site assessment investigations; no guarantees are either expressed or implied. The records search was limited to information available from public sources; this information is changing continually and is frequently incomplete. Infoxmation obtained from interviews has been assumed to be correct and complete; we do not assume any liability for misrepresentation of information or for items not visible, _, accessible, or present at the site at the time of the site visit. There is no investigation which is thorough enough to preclude the presence of materials at the site which presently, or in the future, may be considered hazardous. Because regulatory evaluation criteria are constantly changing, concentrations of contaminants present and considered to be acceptable may, in the future, become subject to different regulatory standards and require remediation. Opinions and judgments expressed herein, which are based on our understanding and interpretation of current regulatory standards, should not be construed as legal opinions. This document and the information contained herein have been prepared solely for the use of Sumitomo Bank. Any reliance on this report by any other third parties shall be at such party’s sole risk. The records search was limited to information available to us from public sources and previous project experience. The public sources are updated .- regularly, but are frequently incomplete. During the records review, we engaged' in 'telephone consultation with public agencies, made written requests for agency information and reviewed records maintained by the following agencies: c e San Diego County Tax Assessor 0 City of Carlsbad Fire Department e San Diego County Department of Health Services - Hazardous Materials Management Division e San Diego County Department of Agriculture 0 San Diego Air Pollution Control District e California Environmental Protection Agency (Cal-EPA) e California Integrated Waste Management Board e California Regional Water Quality Control Board, San Diego Region e U.S. Environmental Protection Agency The rationale for contacting each agency during our records review are discussed in the following paragraphs. SAN DIEGO COUNTY TAX ASSESSOR We reviewed maps and records from the San Diego County Tax Assessor to identify parcel designation numbers and current property ownership. Street address listings were obtained for businesses in the study area. This information was used at the City of San Diego and County Department of Health Services to identify current business uses. CITY OF CARISBAD FIRE DEPARTMENT (CCFD) The CCFD relies on San Diego County Health Department (HMMD) to maintain files of registered underground flammable storage tanks installed in the City of Carlsbad. The He58 Listing is a compilation of facilities identified by the HMMD as potential and actual users of hazardous materials or generators of hazardous waste. The H"D uses status codes.to delineate facilities currently or formerly under permit from the H"D from facilities not requiring a permit, based on a field inspection. Additionally, the H"D uses, Business Codes to identify the type of permit issued. There are seven Business Codes associated with hazardous material handling: three relate to facilities that generate hazardous waste, store hazardous materials, or both. Four Business Codes are used to identify facilities with underground storage tanks: those with tanks only, tanks and hazardous materials, tanks and hazardous wastes, and finally, tanks and both hazardous materials and wastes. Two .. other Business Codes apply to facilities with contaminated soil (tank-related and non-tank-related). The remaining five Business Codes relate to landfills, waste transfer stations and waste recovery plants. Permitted facilities storing hazardous materials are required to disclose those substances stored on-site which exceed 55 gallons, 500 pounds or 200 cubic feet of gas at any time. This information is summarized in the more detailed He1 790 listing, which expands the one- line entries in the He58 listing. The names of some materials are confidential and not available to the public. The H"D staff conduct inspections in response 'to complaints, incidents, and unauthorized releases. The HMMD defines an incident as a hazardous spill or investigated complaint. The listing of wastes, violations and disclosures (He1790) is a compilation of field inspection findings. The HMMD is also responsible for permitting underground hazardous substance storage tanks. Underground tank permits information is included in the He1790. This listing includes information on the number of tanks, capacity, contents, monitoring system, regulatory status, test status, inspection status, test date, and inspection date. The San Diego County Site AssessmentlMitigation Case Listing contains environmental assessment cases, open and closed, including leaking underground tank cases, non-tank contamination cases, groundwater and soil contamination cases, and real estate assessments. A-2 WoodwardlClyde SAN DIEGO DEPARTMENT OF AGRICULTURE The San Diego Department of Agriculture has had decades of experience in the San Diego area related to plant disease and pesticide application. Field inspectors are contacted to determine if a site has been formerly used agriculturally, and if so, what crops and farming methods might have been utilized. Quite often, knowledge of likely insecticide or herbicide usage can be obtained from County Agriculture personnel. SAN DIEGO AIR POLLUTION CONTROL DISTRICT (APCD) " .. The APCD was contacted to determine if there are any facilities located within the study area which operate under an APCD discharge permit for air emissions. Information pertaining to the permit status is also requested, if applicable. No facilities within the study area operate under an APCD discharge permit for air emissions. CALIFORNIA ENVIRONMENTAL PROTECTION AGENCY (Cal-EPA) The Cal-EPA Annual Work Plan (AWP) List (searched by Vista, revised September 1992) identifies contaminated sites within the State of California authorized for cleanup under the Bond Expenditure Plan (BEP). These sites are targeted to be cleaned up by responsible parties, the Cal-EPA, or the United States Environmental Protection Agency (EPA) in the next five years. The AWP listing also includes hazardous waste sites in California which are included or are proposed sites meeting the criteria for being listed on the United States National Priorities List (NPL). The Abandoned Sites- Program Information System (ASPIS) is a database formerly maintained by the Department of Health Services (DHS) Toxic Substances Control Division., The database is now called "Cal-Sites, List of Annual Workplan Sites - FY 1991-923" and maintained by Cal-EPA. The information from the Cal-Sites indicates current site status, and is divided-into six categories including known Superfund sites, unresolved sites which investigations are required to determine contamination, sites scheduled for future investigation, sites referred to the Department of Toxic Substances Control enforcement unit for follow-up, sites currently under investigation or mitigation and sites lacking information. Hazardous Waste and Substance Sites List (Cortese List, searched by Vista, dated November 1992), pursuant to Government Code See. 65962.5, is a compilation of data received from the State Water Resources Control Board, and Cal-Sites, and is compiled and distributed by Cal-EPA. The data includes all hazardous waste facilities subject to corrective action pursuant to Section 25187.5 of the Health and Safety Code; all land designated as hazardous waste property or border zone property pursuant to Article I1 of Chapter 6.5 of Division 20 of the Health and Safety Code; all information received by the State Department of Health Services on hazardous waste disposals on public land; all sites listed pursuant to Section 25356 of the Health and Safety Code; all sites included in the Abandoned Site Assessment Program; a list of all public drinking-water wells which contain detectable levels of organic contaminants and which are subject to water analysis pursuant to Section 4026.3 of the .. 4 WoodwardlClyde Health and Safety Code; all underground storage tanks for which an unauthorized release report is filed; and all solid waste disposal facilities from which there is a migration of hazardous waste and for which a California Regional Water Quality Control Board has notified the State Department of Health Services. The DHS Toxic Substances Control Division has compiled a list now maintained by Cal-EPA of properties subject to deed restrictions under the border Zone Property (BZP) Act. Such restrictions are related to the building of residences, schools, hospitals or day care centers on property that is on or within 2000 feet of disposal of hazardous waste. The BZP list, - c . updated to September 1992 was searched by Vista. .. CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD (CWMB) The CIWMB provides a list (the Solid Waste Information System or SWIS List) of active and inactive solid waste disposal sites for the State (searched by Vista, updated to January 1992.) CA.LIFORNIA REGIONAL WATER QUALITY CONTROL BOARD, SAN DIEGO REGION The RWQCB is the monitoring agency for National Pollutant Discharge Elimination System (NPDES) permits in San Diego. NPDES permits regulate the release of pollutants which will ultimately enter surface waters in the United States. The release of wastes into area storm drain systems could be a possible source of contamination to adjoining areas. RWQCB also maintains records of underground fuel tank cases and unauthorized releases; these records (dated April 17, 1992) are reviewed as a check on the H"D files. US. ENVIRONMENTAL PROTECTION AGENCY @PA) The Resource Conservation and Recovery Act (RCRA) database (searched by Vista, updated to October 1992) was reviewed to see if any of the facilities in the subject study area were RCRA permitted facilities. The RCRA database is a 'ixmputer generated list maintained by the EPA of hazardous material facilities in the United States. The database indicates whether hazardous wastes are generated, treated or disposed at a facility or whether the facility is involved in the transportation of hazardous wastes. A computer database of abandoned or inactive dumpsites called the Comprehensive Environmental Response, Compensation and Liability Information System (CERCLIS) has been regenerated by the EPA in connection with the Superfund program. This database is maintained by the EPA and is a master listing of potentially hazardous, abandoned or inactive sites. The CERCLIS database (searched by Vista, updated to October 1992) is reviewed to evaluate whether there are any facilities within one mile of the subject site that are identified by the EPA as potentially hazardous, abandoned, or inactive sites.
