JM discussed the project status and approval process relative to the scheduled TriTeal move in date of April 15, 1997 and requested the City identify their concerns with the design alternatives. 2. Tw indicated the Planning Department revlewed three design alternatives as submitted June 10,1997 and concluded staff can not support the amount of development proposed because the plan is not consistent with City policies regulating hillside development, encroachment over slope banks and maximum retaining wall height, 3. TW reviewed the three design alternatives individually making the following recommendations: A. Palomar Airport Road: The Planning department prefers Option I, regrading the entire street frontage with slopes varying between 3:l and 1.5:l. Since all existing vegetation will be removed, the design of replacement landscaping will be critical. The four oak trees should be boxed and replaced. New plant materials should be similar to what already exists along Palomar Airport Road since it is considered a "scenic corridor". Landscaping should include a mixture of small trees and larger specimen shrubs. The resulting slope bank should have a natural undulating appearance and respect the existing character of Palomar Airport Road. ,(/17/1997 18: 12 6194531913 c r, c MTG NOTES: Ju!y 17. 1997 PAGE 02 4. 5. 6. 7. 6. West Property Line: Limit the height of the retaining wall to six feet and provide sufficient area at the base of the wall to allow for landscaping to screen this wall from the adjacent property. This area is a major concern due to the extent of encroachment over the top of the existing slope bank. City policy limits encroachment to 12' horizontal with a maximum retaining wall of 6' vertical. City policy does not differentiate between natural and manufactured slopes as slopes become naturalized over time, witness the encroachment of Coastat Sage at the base of the slope. Attering coastal sage growth will create additional delays during the application review process. GW indicated replanting the eastern slope bank is required. TW indicated eliminating the fire lane behind the buildings is a possible solution to the encroachment problem at the top of the eastern slope bank. TW will contact Mike Smith in the Carlsbad Fire Department to review the requirements for fire department access. Resolving this issue is critical prior to resubmitting the site plan for review. W will contact Ken Quon to determine if the Engineering Department has finished reviewing the original PIP submittal. TW requested the revised plans show turning radii and required backup space at comer parking conditions. TW indicated the City requires 2-3 weeks to review the plans after re-subrnittal and requests a Non-Residential Planned Development application along with Hillside Development and Planned Industrial Permits for the project. The Non-Residential PUD will eliminate concern over walking distance between parking spaces and building entry. JM reiterated the time critical nature of the project in order to meet the TriTeal move in date of April 1998 and questioned how quickly a grading permit may be obtained. TW indicated a minimum of two months and suggested the client begin the landscape approval process because of the long time line for approvals; Le. walking the plans through the various agencies for approvals. C. East Property Line: Please review and respond within fie (5) days if content is incomplete or incorrect. Action: Terri Woods to contact Mike Smith at Fire and Ken Quon at Engineering.
