The Planning Department has reviewed your Planned Industrial Permit and Hillside Development Permit, application nos. PIP 97-04/HDP 97-07, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directly to your staff planner by appointment. All list items must be submitted simultaneously and a copy of this list must be included with your submittals. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, April 18, 1997, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. CORNERSTONE CORPORATE CENTRE - PIP 97-04/HDP 97-07 Planning: 1. 2. 3. 4. 5. 6. 7. 0. 9. IO. Please submit an application for a Non-Residential Planned Development Permit. The Non-Residential Planned Development Permit must cover all three lots, as the Lots appear to share access and parking. Please submit an application for a Planned Industrial Permit (PIP) for the proposed development on Lot 8. Please be advised that an amendment to this PIP will need to be processed for the proposed building when the time comes to pursue development of this Lot. Please provide vegetation mapping of all naturally vegetated areas proposed to be developed. If slopes are vegetated with coastal sage scrub, a 4(d) “Take” permit will be required to be obtained from City Council. Please note that the City has a very limited number of acres left to allocate to private projects under the 4(d) Rule 5% “Take” allowance. The proposed encroachment into the slope on the rear portion of Lot 11 is in excess of 57-feet. The proposed retaining wall is 27-feet in height. This amount of encroachment into an existing slope area is not acceptable. Generally, the Planning Department Policy permits up to a 12-foot encroachment into the toe of a manufactured slope, with a maximum of a 6-foot high retaining wall. Please indicate on the site plan, the location, improvements and amenities to be provided for the interior and exterior employee eating areas. Please add to the site plan, the typical street cross sections for all adjacent streets within the project. Please clearly show all parking stall dimensions and truck turning radii for all parking areas. Please delineate the landscape maintenance responsibility (private/common) for all landscaped areas. Please indicate all exterior lighting proposed within the project including roof mounted lights. Please submit a roof plan for the project showing all roof appurtenances, including mechanical equipment, ventilation systems and satellite antenna equipment. c 11. 12. 13. 14. 15. Please add the scale to BPA Sheet 1 & 2. Please revise the signature pages of the PFF Agreement submitted for the project (attached). The PFF Agreement is signed by Edward N. Cicourel and Robert Kronick and they are notarized for Ed Cicourel and Bob Kronick. These signatures must match the notary exactly. The project appears to includes grading on Lots 7, 8 and 11 however, the grading plans submitted only include Lots 8 and 11. Please provide complete . grading plans for all three lots to be processed as part of the proposed Hillside Development Permit. Please submit a slope analysis for the project as required pursuant to Section 21.95.020 (Hillside Development Ordinance) of the Carlsbad Municipal Code. Please include on the plans the proposed cubic yards of grading per acre. Engineering: 1. Engineering Department incomplete item will be sent under separate cover. ISSUES OF CONCERN Planning: In general, it appears that the proposed development may be too intense for the site, as evidenced by the proposed amount of grading (especially the fill), the height of proposed retaining walls, and the excessive amount of encroachment into existing manufactured slopes. It may be necessary to reduce the intensity of the development proposed in order to comply with required development standards. 1. The existing slope between Palomar Airport Road and Lot 11 is 30-feet in height. Pursuant to Section 21.95.080 of the Carlsbad Municipal Code (Hillside Development Ordinance) non-residential developments may create slopes in excess of 30-feet in height, provided that written and graphic exhibits are submitted to justify the proposed grading. The proposed 55-foot slope between Palomar Airport Road and Lot 11 is too high. The fill on Lot 11 should be reduced to 8 - IO-feet maximum, and the slope should be terraced and landscaped to soften and screen the slope. A landscaped setback should be provided at the top of slope and parking stalls designed with no overhang into this landscaped area. 2. The retaining walls proposed on the project range from 3’ to 27’ in height. Walls in excess of 6-feet in height are generally unacceptable. Please redesign the project to significantly lower most of the proposed retaining walls. 3. The proposed building is 41-feet in height to top of parapet. Thirty five feet is the maximum height permitted, however, the Planning Director may approve additional height to 45-feet, as long as the required yards are increased one-foot for each additional vertical foot in building height requested. This additional area must be provided in landscaping. 4. No parking overhang is permitted into any required yard. Please revise plans to indicate that no overhang is proposed within required landscaped yards. 5. The architectural design includes a very good use of materials and colors. However, the roof line is very flat. Architectural treatments should be included in the design to add relief and help break up the mass of the facade. 6. Lot 7 is located in Area 2, the designated commercial area of the Carlsbad Airport Center Specific Plan. Development of any Area 2 site requires the processing of a Site Development Plan and Conditional Use Permit. 7. Please submit a letter from SDG&E acknowledging that the proposed improvements, located within their easement, are acceptable. 8. No structures are permitted within 25 feet of the rear property line, and at minimum, IO-feet along the rear property is to be landscaped. As designed the pool, equipment building and pool mechanical buildings are located with the required rear yard. Please redesign the project consistent with Specific Plan requirements. 9. Please provide building elevations for all proposed detached accessory structures, including the pool equipment room and mechanical yard buildings. IO. Walls in excess of three feet in height are not permitted within any required street yard setback. Please revise plans as necessary. Engineering: 1. Engineering Department issues will be sent under separate cover.
