Dear Mr. Wayne:
On behalf of Marco Plaza Enterprises, Newport National and I would like to thank you, Christer
Westman and Ken Quon for your diligent and thorough work efforts in assisting us with the
Preliminary Site Plan reviews on the above referenced project. After careful consideration of the
issues discussed in your comment letters of June 27, 1996 and February 19, 1997, we hereby
submit Phase I of our Cornerstone Corporate Centre for review and issuance of a Planned
Industrial Permit (“PIP”) and Hillside Development Permit (“HDP”). Attached is the list of
documents we are submitting in accordance with the PIP and HDP.
We understand that a different planner and engineer may be assigned to the project, however, we
request that Mr. Westman and Mr. Quon remain with the project. We believe all parties would
benefit from their continued involvement.
Again, thank you for your assistance on this project. We look forward to successfully
developing another quality project the City can be proud of.

Dear Brian:
Enclosed please find two copies of the PIP Application and Public Facilities Fee Agreement for
the above referenced project (originals for the City of Carlsbad and copies for BPA). Also
enclosed are three copies of the Preliminary Title Report and the slope stability letter fiom
Geocon Engineering as required by the City's PIP Application process. The enclosed check for
the required submittal fees, totaling $1,770, can be broken down into the following amounts:
Public Notice $ 500
Environmental Impact Assessment $ 220
Public Facilities Fee $ 50
Planned Industrial Permit $ 600
Hillside Development Permit $ 400
TOTAL $1,770

SLOPE GRADING
CARLSBAD TRACT NO. 8 1-46
Reference: Geotechnical Investigation, Carlsbad Tract No. 81-45, Unit I, Lots 7, 8, 1 I, and 15,
Carlsbad, California, prepared by Geocon Incorporated, dated May 8, 1996
Gentlemen:
In accordance with your request, we have provided supplemental geotechnical engineering services
for the subject development. The scope of these services included an evaluation of the need to
provide benching at 30-foot height intervals during grading of fill slopes 30 feet and higher.
It is our understanding that grading associated with the initial development (Building D) will lower
the elevation within Lot 11 (previously identified as Lot 8). Along the north side of Lot 11, the
existing fill slope is approximately 35 feet high. The grade change of 20 feet will therefore create a
slope of about 55 feet high. As recommended in the referenced geotechnical report, the lower
portion of the slope will be constructed as a stability fill.
Based on the above discussion, it is our opinion that benching is not required for fill slopes with
heights greater than 30 feet.
