Dear Ms. Haas:
As you know, TriTeal Corporation wiil be relocating its corporate headquarters to Cornerstone
Corporate'.Centre. It goes without saying that this is a major undertaking and of the top most
priority. In reviewing the project schedule with Mr. McCann of Newport National Corporation
this morning, I have been informed that Newport National will be resubmitting (in person) its
permit applications (PIP 97-04/ HDP 97-07 / PUD 97-10) to Mr. Westman of the Planning
Department on Monday morning, September 15th.
It is my understanding that all of the clarifications required for the applications to be deemed
complete have been discussed with both Mr. Quon of the Engineering Department and Mr.
Westman, and subject to their verifications on Monday, the applications will be completed. Mr.
McCann has indicated that both Mr. Wayne and Mr. Westman have assured him that all required
environmental notices would be filed immediately in order to commence the required 21 -day
period which is prerequisite to permit issuance. In addition, Mr. McCann described that the
project's landscaping plans have been separated between (i) the perimeter and slope landscaping
plans as distinguished from (ii) the on-site landscaping plans. While the perimeter/slope plans are
completed, the on-site plans may require another week to complete. Apparently, it would. be a
slight departure from standard policy to review the landscaping plans in two stages.
In light of our pressing timeframe, we need to find a way in which Mr. Black and the Planning
Department can be sufficiently comfortable with the landscaping plans such that grading permit
issuance is not delayed. It would seem that Mr. Black's review of the perimeter/slope landscaping plans would be sufficient for grading permit issuance, when considering that the building permit will not be issued until after the on-site grading activities are completed and the building pad is
certified. Should the City have any concerns with the on-site landscaping plans, there would be an
opportunity for the City to condition the building permit issuance with any necessary clarifications.
The perimeter/slope landscaping plan review would of course need to be completed concurrently
within the 2 1 days, or a further delay could occur.

As you have no doubt surmised, my purpose in writing is to request your assistance in
expediting the City‘s review and ultimately, permit issuance for the project. TriTeal’s
existing leases expire in May of next year. Based on the eight month accelerated
construction schedule which is projected, even an October 1st permit issuance and start of
construction, puts us in a lease holdover situation. This will be costly at a minimum and at
a worst case, could cause our eviction. Accordingly, to the extent you could help us in
focusing both the planning and engineering department’s resources on our pending permit
applications, we would really appreciate your help.
In closing, we do know that both Mr. Wayne and Mr. Westman have been working closely
with Newport National Corporation, particularly following the departure of Ms. Woods
from the planning staff. We very much appreciate their efforts to date, but even more
importantly, we need their continued commitment to expedite and complete the processing
of the applications. I would be pleased to meet with you and/or Mr. Orenyak or Mr.
Patchett to discuss the above at your convenience. To the extent TriTeal Corporation can
be of assistance in any way, we will make ourselves available.
