Box 2423 Santa Ana, CA 92707 SUBJECT: PRE 96-62 (Unnamed Project) APN: 209-081-18 A preliminary review of your project was conducted on December 19, 1996. Listed below are the issues raised by staff. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. The oreliminarv review does not reoresent an in-deoth analvsis of your oroiect. Additional issues of concern mav be raised after vow aoolication is submitted and processed for a more specific and detailed review. Plannina 1. 2. 3. 4. The project site is within the boundaries of the Carlsbad Airport Business Center Specific Plan (SP 200). Therefore, any proposed use must be consistent with the uses allowed in the specific plan. Such uses must also be consistent with the performance standards identified in the SP. A copy of SP 200 is enclosed for your use. You will need to process an application for a Planned Industrial Permit (PIP) for the proposed project. The last parking space in the row on the Northeast side appears to encroach into the required front setback. SP 200 prohibits parking within the required front and side yard setbacks. Staff suggests you enhance the proposed architecture of the building by including things like structural offsetslinsets, articulated surfaces, etc. as discussed in the "Architectural Guidelines" section of SP 200. You will be required to provide employee eating areas as required by SP 200 and Section 21.34.070(3) of the Municipal Code. 6. Staff is unable to review the project for compliance with many of the required design standards (e.g., building height) since such information has not been provided on the plans. 7. The parking requirements for typical industrial office uses are as follows: office = 1 sp : 250 sf mfrg = 1 sp : 400 sf warehouse = 1 sp : 1000 sf, plus 1 space for each vehicle associated with the use. If you wish to allocate specific square footages for particular use types, you will be required to record a deed restriction on the property indicating that those uses will be retained and no other types of uses requiring additional parking will be permitted unless more parking is provided to meet Code requirements. Otherwise, you will be required to provide parking for the total square footage at a ratio of 1 space/250 square feet. Engineering: 1. 2. 3. 4. 5. 6. 7. The developer should show semi truck and standard truck circulation turnaround and parking onsite. The developer should show existing and proposed NPDES drainage systems. (usually Oil and Grease separators or filters are required.) The developer should include sewer and water service on the proposed plan. Other utilities should also be shown to resolve conflicts at an early stage. The developer should show adjacent curb, gutter and sidewalk along this project frontage. Show specific information regarding existing and proposed grading or drainage of the entire site. The developer should show trash proposed enclosure. The developer should include a vicinity map on the proposed plan. Review submittal requirements for projects in Carlsbad.
