SUBJECT: PIP 98-02(A)- CARLSBAD CORPORATE PLAZA
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your Planned Industrial Permit Amendment, application no. PIP
98-02(A), as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which must be submitted to complete your application. This list of items must
be submitted directly to your staff planner by appointment. All list items must be
submitted simultaneously and a copy of this list must be included with your submittals. No
processing of your application can occur until the application is determined to be complete.
The second list is issues of concern to staff. When all required materials are submitted the
City has 30 days to make a determination of completeness. If the application is
determined to be complete, processing for a decision on the application will be initiated. In
addition, please note that you have six months from the date the application was initially
filed, June 29, 1999, to either resubmit the application or submit the required information.
Failure to resubmit the application or to submit the materials necessary to determine your
application complete shall be deemed to constitute withdrawal of the application. If an
application is withdrawn or deemed withdrawn, a new application must be submitted.

Planning:
1. Please provide a cross section of the building in order to determine building height.
Provide elevation points for existing and proposed grade, highest point of roof, and
top and bottom of parapet. Building height will be measured from finished grade to
the flat roof elevation directly above. Parapets are allowed as permitted protrusions
above the building height limit.
2. Indicate the percentage of landscape within the parking area (including driveway).
Do not include landscape within the building setback. The minimum landscape
requirement for the parking area is 10%.
3. Indicate the lot coverage calculations on the cover sheet.
4. Revise the required number of parking spaces to 288.
Engineering:
None.
ISSUES OF CONCERN
Planning:
1. The maximum building height in the PM zone is 35 feet. However, the building
height may be increased up to 45 feet if the required setbacks are increased at a
ratio of one horizontal foot for every one foot of vertical construction beyond 35
feet. The additional setback area must be maintained as landscape. If the building
height exceeds 35 feet, you will need to revise your site pian to provide the
additional landscape setback area. This additional landscaped setback area must be
provided on the front, side and rear setbacks.
2. The required minimum setbacks are as follows: Palomar Airport Road = 50'; Yarrow
Drive = 35'; side setback = 10' (landscaped); rear setback = 20' (1 0' landscaped).
There are no provisions to reduce the landscape setback on Yarrow by adding a
driveway.
3. Provide details for the enclosures around the trash areas and equipment pad. The
walls shall be 6' high and shall be designed to be architecturally compatible with the
building architecture. All trash areas must be designed to meet City standards (see
attached).
4. Provide mounding or landscape screening on Yarrow Drive to screen vehicles.

5. Delete the one lone parking space at the northeast corner of the site in order to
provide a more attractive entrance.
6. Please revise the parking layout as follows:
A. Parking areas may not encroach into the required landscape setbacks (see
item 2 above). Dash in the car overhang areas and increase any required
landscape areas accordingly.
B. Compact parking spaces may not be interspersed with standard spaces.
C. Since there are excess parking spaces proposed, consider redesigning the
layout so that the minimum width for the standard spaces is at least 9 feet.
It is still difficult to park a larger car in an 8.5 foot wide stall.
D. Dimension all planting islands per minimum standards as outlined in the
City's Landscape Manual. The minimum dimension for landscaped area
between cars, including the car overhang, is 9'. The minimum width for'
planting islands is 6 feet (from inside edges of curb). Add landscape islands
at intervals of every 10 - 12 spaces.
E. Provide details of the exterior light poles. Lighting shall be shielded so that it
does not illuminate adjacent properties.
F. Indicate the proposed height of the roof equipment. Show the depth of the
equipment wells on the roof plan detail.
