Dear Mr. De Cerbo:
On behalf of the Newport National Corporation, Brian Paul and Associates submitted a Planned
Industrial Permit application for Lot 7 of Carlsbad Airport Centre on February 10, 1998. The project
consists of a two-story office building of 33,500 square feet with on-grade parking for 134 cars. This
application is the third in a series of four PIP submittals by the Newport National Corporation that
includes Lots 7, 8, 11 and 15 of Carlsbad Airport Centre. Please refer to PUD 97-10 and HDP 97-07
in general and PIP 97-04 for Lot 11 and PIP 97-10 for Lot 8.
The following application forms and fees were submitted as part of the Lot 7 PIP package:
0 Land Use Review Application Form No Fee
0 Planned Industrial Permit $ 600.
0 Environmental Impact Assessment Form $ 220.
0 Public Facility Agreement $ 50.
0 Noticing Fee Deposit $ 100.
0 Total: $ 970.

The above referenced exhibits submitted with previous PUD, HDP and PIP applications still apply to
Lot 7 and the design of Building B. The original application did not include a Circulation Impact
Analysis, Constraints Map or Noise. Study. We made the decision to eliminate these items after
discussion with the original planner assigned to the project, Ms. Terri Woods. This was based on the
assumption that the original EIA for Carlsbad Airport Centre addressed these issues. In addition, our
project conforms to the design standards set forth in the Speafic Plan. If this assumption is noi:
satisfactory please let me know and we will provide any additional Information necessary to
complete the application.
The PIP submittal for Building B did not include the following required items:
