Dear Mr. De Cerbo:
This letter is in response to our meeting Thursday, March 26, 1998 in which we discussed the PIP
application for Lot 7 at Cornerstone Corporate Centre. We wanted to thank you for taking the time
to meet with us to review the site planning issues identified in the Planning Director's letter dated
March 12, 1998.
In response to our discussion regarding encroachment over the existing slope along Palomar Oaks
Way, we met with Christer Westman, the planner for the overall PUD and HDP applications to
discuss the possibility of amending the original HDP application. Mr. Westman informed us ,."
retaining walls three (3) feet in height do not require a building permit or Planning Department
review. This being the case, we will reduce the height of the wall in question in order to meet this
requirement. Please refer to the attached site plan.

Regarding the location of the mechanical yard and trash enclosure, we have relocated both facilities
to the east of Building B on Lot 8 and will either adjust the property lines, or provide easements to
allow access onto the adjacent property. As was the case with the approval of our previous
application for Lot 8, PIP 97-1 0, a condition of approval could be added requiring either the
approval or recordation of a boundary adjustment or the granting of an easement prior to the
issuance of a Building Permit for Lot 7. Please refer to the attached site plan.
Relocating the mechanical yard and trash enclosure resulted in apet loss of five (5)-parking spaces
on Lot&_,As a result, we redesigned the parking layout for Lot 7 resulting in a uet Increase ot tlve
(5)-spaces for a balanced parking count. Please refer to attached site plan. " " - "

In response to the concern regarding the location of Building B relative to the existing slope along
Palomar Oaks Way and Wright Place we were able to shift the building three (3) feet to the east.
We are extremely limited in our ability to reposition the building due to the 240 foot wide SDC&E
easement running across the entire length of the property. Please refer to attached site plan.
We have indicated both the original configuration of Building B (shown dashed) and the existing
contour elevations between 190 and 200 on the attached site plan in order to provide a reference
point for these design changes. We also revised the site plan to incorporate an accessible sidewalk
along and parallel to the northern edge of the parking lot. This required shifting the parking south
by one and one-half feet to accommodate the ADA path of travel.
In summary the attached site plan incorporates the following design changes:
0 Reduction to three feet in height of the retaining wall along Palomar Oaks Way.
0 Relocation of the trash and mechanical equipment enclosures.
0 Relocating the building as far from the edge of the slope bank as possible.
As indicated during our meeting, we believed the original PUD and HDP application process
addressed the location of all buildings and retaining walls on the site. We feel the current revisions
to the site plan satisfy the key issues raised in Mr. Holzmillerās letter and result in improving the
overall quality of the project. Our office and Newport National would appreciate your comments
on the revised site plan prior to a complete re-submittal of our PIP application. I would be happy to
meet and review our response to your comments or answer any questions you may have.
